What do you need to know?
The holding of meetings and demonstrations in public places must be previously communicated in writing to the Department of Security Administration of the Ministry of Home Affairs. Important changes, such as the date, time, venue and other relevant circumstances, as well as the cancellation of the event, if applicable, must also be communicated.
If you are an individual person, you can carry out this formality through internet or presencially, in this case, we recommend you ask for an appointment in the offices of civic attention.
The organisers are responsible for the good order of the demonstrations and rallies, and must adopt measures to ensure that they are carried out properly.
Natural or legal persons organising or promoting meetings and demonstrations.
The communication must be submitted at least 10 calendar days and no more than 30 calendar days prior to the date on which the demonstration or rally is scheduled to take place.
When there are extraordinary and serious causes that justify the urgency of the call for the demonstration or rally, the notice may be given at least 24 hours in advance.
This procedure does not incur any fees.
The Department of Security Administration must notify the municipality concerned of the data contained in the communication, so that it may report within 24 hours on the circumstances of the place or the proposed route. This report must refer to objective causes, is not binding and must be reasoned. If it is not received within the aforementioned period, it will be considered favourable.

The realization of meetings and demonstrations in places of public traffic has to communicate previously in writing to the General Direction of Administration of Security of the Ministry of Home Affairs.
In case you want to communicate a demonstration or concentration besides a town, it will be necessary that you fill a form with communication for each town (for example, to communicate a demonstration in the four provincial capitals, it is necessary to fill four forms with communication). However, if the itinerary of a demonstration passes for several towns, you will have to make a single communication and select at formulary the town of the beginning or the town of the end of the itinerary; you will have to indicate the rest of towns in the section of the itinerary.

- The system will validate the data and check those that are mandatory. If errors are detected in the data entered or mandatory data are missing, the system will warn you with an error message.
- It is necessary to fill in all the mandatory data presented in the application form, in addition to the optional data considered necessary. You must then click the "send" button and the validated request will be sent to the Department of Security Administration.
- The form will notify that the request has been sent successfully. If the applicant has filled in the email field, they will receive an email containing, among other data, the registration number, and the day and time of filing. Both the on-screen notification and the reply email certify that the request has been recorded correctly.
- You must have one of the following browsers: Google Chrome, Mozilla or version 10 or higher of Explorer.
If you are unable to complete the procedure due to a system failure, please try again later.
- If the incident persists more than 24 hours, you can contact the Ministry of Home Affairs through the Generic request with electronic signature. To do so, in the section "On va adreçada" select "Departament d'Interior", topic "Emergències i seguretat", subtopic "Seguretat ciutadana".
- If, however, the incident is also affecting the Generic Request, you can send us the communication by means of a query, complaint or suggestion (CQS) to the contact mailbox of the Home Affairs website.
- Alternatively, if the incident persists or you cannot wait to complete the procedure, you can use the generic request form that you will find on the website or the electronic office of your city council (or any other public administration). In this case, remember that the calculation of deadlines may vary and that you will have to wait a few days to be able to follow up the procedure from your Private Area.

The Department of Security Administration may prohibit the demonstration or gathering only in those cases in which there are well-founded reasons that give evidence of foreseeable disturbances of public order with danger to persons or property. The Department of Security Administration may also propose, if necessary, the modification of the date, place, duration or itinerary.
If the organisers or promoters do not accept the prohibition or the proposed modifications, they may file a contentious-administrative appeal before the competent court within 48 hours of notification.
How will you receive the response?
Self-employed, professionals, companies and other groups will receive an electronic notification. You can access your content through the e-NOTUM service.
If you are a private individual, you may choose to receive the response to this request electronically through e-NOTUM or via postal delivery. Please note that electronic delivery is checked by default. If you wish to receive the response at your mailing address, you must uncheck this box on the form.
