What is it?

Certain establishments are legally obliged to have security measures in place to prevent and monitor potential risks. These establishments must apply for authorisation to open or transfer their business. They must also provide notification of any reforms they carry out (whether essential or non-essential), any change of ownership and the closure of their business.

This procedure can only be completed online. Documentation provided through other channels will not be considered or computed for filing date purposes.

  • Casinos, bingo halls (more than 150 players) and arcades (more than 75 machines)
  • Night-duty pharmacies
  • Establishments located in the Barcelona area should address their authorisation applications and notifications of reforms and closure to the Department of Security Administration at the Ministry of Home Affairs.

    Establishments in other areas should address them to the territorial home affairs services. The contact information for your nearest territorial home affairs bureaux can be found at addresses and telephones.
Deadlines

Notification of the reform must be provided before it comes into operation.

    Send the prior notification of essential reforms and make payment

    This procedure can only be carried out online with idCAT Mobile or a digital certificate or corresponding to an individual, legal entity and/or connected person.

    • With idCAT Mobile: Electronic identification and signature mechanism based on the sending of single-use passwords to a mobile phone. Find out how to register for idCAT Mobile.
    • With a digital certificate: Consult the valid certificates for this procedure.

    If you are unable to complete the procedure due to an issue with the system, please try again later.

    • If the issue is not resolved within 24 hours, please contact the Ministry of Home Affairs via the General request with electronic signature. To do this, in the section “Department to which the request is submitted” select the “Ministry of Home Affairs”, topic "Emergencies and safety", sub-topic "Private security".
    • If the technical issue is also affecting the Generic Request form, you can send us the notification through a complaint, query or suggestion (CQS) to the Home Affairs contact mailbox.
    • Alternatively, if the incident persists or you cannot wait to complete the procedure, you can use the generic contact form which can be found in the electronic office area of your local authority website (or any other public administration). In this instance, remember that the calculated deadlines may vary and you will have to wait a day before you can monitor the procedure from your Private area.

    Receive a reply from the Administration

    Once the inspection has been carried out:

    • If no deficiencies are identified in the reformed elements and a favourable inspection report is issued, the establishment may continue its activities.
    • If deficiencies are identified, the person or entity will be given a period of time to rectify them. Once the deficiencies have been rectified, if the Ministry of Home Affairs deems it necessary, a new inspection will be carried out.

    The file will be concluded with a favourable or unfavourable resolution from the Administration.
