What do you need to know?
This enables the prior communication of remotely piloted aircraft (RPA) operations over agglomerations of buildings in cities, towns, inhabited places or outdoor gatherings of people referred to in the article 40 of the Royal decree 517/2024, of 4 June, when these operations must be carried out in their entirety in the territorial scope of the Autonomous Community of Catalonia.
This procedure can only be carried out online using the communication form.
Documentation provided by other means will not be taken into account and will not be counted for filing date purposes.
Authority responsible
Operators (natural persons carrying out an economic, professional, individual or self-employed activity).
The notification prior to the execution of operations must be submitted at least 5 days prior to the operation.
In order to process the communication form, the authorisation from AESA (Agencia Estatal de Seguridad Aérea) must be attached.
You must be an operator qualified to fly a remotely piloted aircraft (RPA).

You must identify yourself when submitting the form with idCAT Mobile or the digital certificate of the natural person, legal person and/or related person.

If you are unable to complete the procedure due to a system failure, please try again later.
- If the incident persists more than 24 hours, you can contact the Ministry of Home Affairs through the Generic request with electronic signature. To do so, in the section "On va adreçada" select "Departament d'Interior", topic "Emergències i seguretat", subtopic "Seguretat ciutadana".
- If, however, the incident is also affecting the Generic Request, you can send us the communication by means of a query, complaint or suggestion (CQS) to the Contact mailbox of the Home Affairs website.
- Alternatively, if the incident persists and you cannot wait to complete the procedure, you can use the generic request form that you will find on the website or the electronic office of your city council (or any other public administration). In this case, remember that the calculation of deadlines may vary and that you will have to wait a few days to be able to follow up the procedure from your "Private Area".

Receiving the Administration's response

When will you receive the response?
Once the communication has been filed, the electronic General Registry automatically issues a filing receipt consisting of an acknowledgement of reception of the communication form. This acknowledgement sheet includes the registration entry reference and the official date on which the communication was submitted.
The communications will be automatically sent to the Directorate-General of the Police so that, if necessary, the corresponding limitations or prohibitions may be agreed upon.
The processing status can be consulted in the Private area of the website. Before carrying out the operation, it is necessary to verify that no limitation or prohibition to the communicated flight has been notified through this channel.
