What do you need to know?
Among other things, the Official Register of Pesticide Establishments and Services (ROESP) registers all establishments selling pesticides, except those that sell only the following products:
- Disinfectants for clinical or pharmaceutical material or clinical or surgical environments
- Pesticides for personal hygiene
- Products subject to checks on veterinary pharmaceuticals
- Pesticides authorised for domestic use
- Pesticides authorised for domestic external garden use
Establishments selling pesticides
Registrations can be made at any time.
Documentation to be attached to the application:
- A trained technician or a person with a qualified level card. must lead the establishment.
- A basic level card is needed to handle pesticides.

Standards applicable to establishments
- Pesticides must be kept in their original packages – closed, sealed and labelled – in warehouses and other premises. Pesticides may not be sold unpackaged or in packaging that does not comply with the related labelling regulations.
- Harmful pesticides (Xn”) may be sold in establishments dedicated to the sale of feeds and foodstuffs (mixed establishments). If sold in such establishments, pesticides must be displayed to the public on separate shelves and stored in premises totally separated from the remaining foodstuffs and feeds by a masonry wall. Furthermore, pesticides must be sold in containers that do not exceed the following capacities:
- 1 kg for powder formulations for dusting and pellets
- 1 litre for aerosols
- 00 g or 500 ml for all other pesticides
- Toxic (“T”) and very toxic (“T+”) pesticides must be sold using a control system. Vendors must register transactions in the Official Transactions Log (LOM), which shall be signed by the person buying the product, who is liable for storing and using it. “T” and “T+” pesticides may not be sold or stored in mixed foodstuff and feed establishments.
- Toxic and very toxic products that are gases or that generate gases may only be sold by treatment companies with special authorisation or farmers with a specific usage permit for each product and application method, provided they are undertaking the treatment on their own property.
- “T+” products that do not generate gases may be sold to treatment companies entered in the ROESP as such. These pesticides may also be sold to farmers holding application permits for phytosanitary products. The establishment must provide the farmer with a copy of the safety data sheet for the product bought.

The head of the Plant Health Service (SSV) shall decide whether or not warehouses are entered in the ROESP. The interested parties shall be notified of the decision.
Registrations shall be valid for ten years.Can the information be amended once an establishment has been entered in the ROESP?
The head of the establishment shall be responsible for ensuring the veracity of the information in the register and for keeping it up to date. If the data in the register needs to be changed for any reason, the head of the establishment must notify the relevant body of the changes within two months of the error being detected or the change being made, providing the appropriate supporting documentation.
