What do you need to know?
Citizens can chose the primary care centre (CAP) they wish to visit and a general practitioner or paediatrician from the primary care team (EAP) working at the centre and that is available. For organizational reasons in each CAP, the number of patients assigned to each doctor is limited. The CAP will inform you of which doctors are available to take on more patients, as well as their visiting hours.
If you chose a CAP different from the one designated with regards to your residence address, there may be changes in the organization of services (visits, home-care, social care, specialists supporting primary care...) and you must be familiar with these possible changes before deciding to change.
Only one change is allowed per year, except for in the case of objective reasons such as a change in domicile or of workplace. Certain individuals or groups of persons will not be allowed to change their general practitioner.
Authority responsible
This procedure concerns all citizens in general whore are registered with CatSalut.
Certain individuals or groups of persons shall NOT be able to change their doctor:
- Persons who, for health needs, are included in home-care programmes (persons who are not able to travel to the hospital and those with health needs requiring on-going home-care services for a long period of time) shall not be able to choose freely since the home-care they receive has been organised by the territorial team.
- Persons who are registered with the General Mutuality for State Civil Servants (MUFACE) or the General Judicial Mutuality (MUGEJU) or the Social Institute of the Armed Forces (ISFAS) having chosen to receive health care at private health centres.
- Persons from the Municipal Institute for Health Care for Municipal Workers (PAMEM) since they receive primary health care at specific health centres.
- Persons registered with entities collaborating with the Social Security (Barcelona Port Authorities), since they too receive primary health care at specific health centres.
You can request the change in person in all the CAP. If your CAP is of the l'Institut Català de la Salut (Catalan Institute of Health) you can do it also through the Internet or accessing La Meva Salut (My Health). In the CAP that ICS does not manage, they still do not do it on the Internet.
- Once the change has been made, you may modify the choice of a doctor twice in 24 hours. If you exceed this figure or time limitation, you will have to wait six months in order to make another change.
- The primary care team you choose must be the same for one year.
- Changes are individual and upon request by the person, and may only be revoked upon request by that same person.
- If other members of a family wish to change their doctor, they shall complete a form for each individual. For persons under 16, or people who are legally disabled, their legal tutor shall submit the application.
- It will be possible to change a doctor when the chosen doctor has a number of users that ensures a quality health care.
- When this change is due to a change in domicile, you must go to the health centre directly.
- When rehabilitation is necessary, this should preferably be done at centres close to your domicile.

If after this time you have not received a response, this means your application has been accepted and you shall have to contact your CAP in order to be assigned to a doctor from those available in the Primary Care Team (EAP).
