What do you need to know?
Before a driving school can begin its activity, it must apply for authorisation to open and operate, both to start the business and to notify any changes in its infrastructure, personnel or ownership.
This procedure can only be carried out online. Documentation provided through any other channel will not be taken into account or counted for the purposes of the submission date.

Authority responsible
Individuals or legal entities in their capacity as sole traders or self-employed persons who wish to obtain authorisation to open and operate a driving school, or, in the case of modifications or de-registration, to the owners of driving schools.
The authorisation can be applied for at any time.
Documentation common to all procedures:
- Application duly completed by the owner or representative together with the specific documentation required for the procedure in question.
- If the owner is a private individual: Valid NIF or NIE. This may be replaced with an authorisation to allow the Catalan Traffic Department (Servei Català de Trànsit) to consult personal identity data.
- If the owner is a legal entity: copies of the documents accrediting the incorporation of the company and its NIF; valid NIF or NIE of the representative or authorisation to consult the personal identity data and powers of attorney or documents accrediting representation.
Documentation required for opening:
- Application duly completed by the owner or representative together with the specific documentation required for the procedure in question.
- If the owner is a private individual: Valid NIF or NIE. This may be replaced with an authorisation to allow the Catalan Traffic Department (Servei Català de Trànsit) to consult personal identity data.
- If the owner is a legal entity: copies of the documents accrediting the incorporation of the company and its NIF; valid NIF or NIE of the representative or authorisation to consult the personal identity data and powers of attorney or documents accrediting representation.
- Written statement from the applicant confirming that the following individuals do not fall under any of the prohibitions set forth in Article 12 of the Regulations (this statement is included in the application form):
- The owner, if a private individual, or the partners, if a legal entity.
- The management and teaching staff.
- Proof that the premises meet the requirements for the school's activity.
- Documentation accrediting the right to use the land as a training circuit and municipal authorisation to carry out the activity on the land or documentation accrediting that authorisation is not required, where applicable.
- In the case of AM, A1, A2, A and B permits, proof of municipal authorisation to carry out the activity in urban areas is required if the land referred to in the previous paragraph is unavailable. In the case of AM, A1, A2 and A licences, the municipal authorisation must state the location, schedule and conditions under which manoeuvres may be practised on training circuits.
- Shared land: proof that the school's owner has the right to use the land.
- Details of the teaching and management staff and documentation to register them (see section on registering personnel).
- Details of the vehicles, specifying their characteristics and conditions of use (teaching or escorting), and the documentation required to register them (see section on vehicle registration).
- List of teaching material.
- Stamped L plates (see section on vehicle registration).
- Student record book.
Documentation required to register the personnel
- Valid NIF or NIE of the teaching or management staff and authorisation for the Catalan Traffic Department (Servei Català de Trànsit) to consult the personal identity details of each person. If this authorisation is not provided, a copy of the NIF or NIE of the person to be registered.
- Registration of teaching staff: copy of the certificate of teaching competence.
- Registration of management staff: copies of the certificate of teaching competence and the certificate of managerial competence. These documents only need to be submitted when they have not been issued by the Catalan Traffic Department.
- The owner or representative must have written statement(s) from the teaching and/or management staff confirming that they are not subject to any court or administrative ruling revoking or suspending their licence, that they have not lost all of their points, and that they are not subject to any of the prohibitions set forth in Article 12 of the Regulations. These statements must be collected and retained by the school.
- An up-to-date 32 x 26 mm photograph with a white background.
Documentation required to register vehicles
- Vehicle registration document, technical specifications document and compulsory insurance for each vehicle.
- Copy of the technical inspection card.
- Two L plates with the initials of the province, school number and registration number stamped on them. For motorbikes, only one plate is required, which may be replaced by an officially approved reflective jacket with the V-14 sign stamped or printed on it if, due to the design of the vehicle, it is not possible to affix the L plate without it obstructing or hindering the visibility of a light or the registration plate, or because the edges of the plate protrude from the vehicle and therefore constitute a danger to the learner and other road users. In the case of shared vehicles, the L plates do not have to be provided if the vehicle already bears the plates of the school that owns it.
- If the vehicle is part of a consortium: a copy of the public deed or private contract of incorporation of the consortium or a sharing agreement stating the rules governing the vehicle's use.
Note: The application for opening must state the centre's hours of operation.
This documentation is valid for any future procedures for the school unless there are subsequent changes in the owner or representation, in which case they must be communicated, and the supporting documentation must be attached.

Data and documents that do not need to be provided to the Administration
All driving schools must consist of the following elements:
- Owner: individual or legal entity.
- Director.
- At least one teacher per school, division or branch.
- Premises on which the activity can be carried out and which meet the requirements of the applicable regulations.
- Practice grounds: title deed, right of use or municipal authorisation to use council land (only permits AM, A1, A2, A and B). For permits B+E, C1, C1+E, C, C+E, D1, D1+E, D and D+E, land may be shared between schools under the same ownership or attached to a consortium or partnership formed by the owners of the grouped or associated schools.
- Vehicles: at least one for each licence class taught by the school. Vehicle-sharing groups (B+E, C1, C1+E, C, C+E, D1, D1+E, D or D+E) must prove they have been constituted as a consortium.
- The minimum teaching material necessary and appropriate to provide the theoretical training for the licence classes authorised. Schools, divisions or branches teaching A1, A2 or A must have a hands-free communication system for use both in driving and traffic training and during skills and behavioural tests.
- Log book.
- Learner records and contracts.

- From your Private Area of Canal Empresa (with idCAT Mòbil or a digital certificate).
- From Status of my transactions: enter the alphanumeric transaction identifier (ID) provided on the acknowledgement of receipt of the transaction and the identity number (DNI, NIE, passport, company NIF or foreign company document) that was entered on the application form. This identifier allows you to check the status of your transactions without a digital certificate.
- By calling 012 (with the procedure identifier and the DNI/NIF).
- By contacting the regional traffic department.

STEP 4. Receive the Administration’s response

The administration has a maximum of three months from the application’s submission date to issue and notify a decision. If this period expires and no express resolution has been issued, the Administration's failure to respond shall be deemed a rejection of the application due to administrative silence.
How will I receive the reply?
You will receive an email informing you that you have a notification. You can access the content through e-NOTUM.
Can I file an appeal?
In the event of no response (administrative silence), you may submit an appeal to the director of the Catalan Traffic Department within three months of the deadline for resolution and notification mentioned in the section ‘ When will I receive a reply?’
