What do you need to know?
Before a driving school can begin its activity, it must apply for authorisation to open and operate, both to start the business and to notify any changes in its infrastructure, personnel or ownership.
This procedure can only be carried out online. Documentation provided through any other channel will not be taken into account or counted for the purposes of the submission date.
Before starting the application, we recommend you consult the electronic procedure Help section and the frequently asked questions document (FAQs).
Authority responsible
Individuals or legal entities in their capacity as sole traders or self-employed persons who wish to obtain authorisation to open and operate a driving school, or, in the case of modifications or de-registration, to the owners of driving schools.
The authorisation can be applied for at any time.
- Application duly completed by the owner or representative together with the specific documentation required for the procedure in question.
- If the owner is a private individual: Valid NIF or NIE. This may be replaced with an authorisation to allow the Catalan Traffic Department (Servei Català de Trànsit) to consult personal identity data.
- If the owner is a legal entity: copies of the documents accrediting the incorporation of the company and its NIF; valid NIF or NIE of the representative or authorisation to consult the personal identity data and powers of attorney or documents accrediting representation.
- Application signed by the representative of the consortium. This can be submitted electronically using the generic request form.
- Copy of the public deed or private contract of incorporation of the consortium (signed by all associates) stating: the name and purpose of the consortium, the schools belonging to the consortium, its representative, registered address and associated vehicles. This document must also include the arrangements for the use of the vehicles, especially with regard to the hours of lessons to be given with each vehicle by each member of the consortium and the days on which the students of each member undertake the practical tests.
- If a new school or division is incorporated into a consortium, a copy of the vehicle sharing agreement signed by the consortium's representative and the owner of the school/division.
- De-registration of the consortium implies the de-registration of all the vehicles for the driving school divisions that do not own them. Each school must apply to de-register the vehicle or vehicles within 10 working days of the consortium's de-registration.
- Driving schools that cease to share vehicles in a consortium, either because they have withdrawn from the consortium or because the owning driving school has de-registered the shared vehicles, must apply to de-register the vehicle(s) from their driving school within 10 working days.
