What do you need to know?
Before a driving school can begin its activity, it must apply for authorisation to open and operate, both to start the business and to notify any changes in its infrastructure, personnel or ownership.
This procedure can only be carried out online. Documentation provided through any other channel will not be taken into account or counted for the purposes of the submission date.

Authority responsible
Individuals or legal entities in their capacity as sole traders or self-employed persons who wish to obtain authorisation to open and operate a driving school, or, in the case of modifications or de-registration, to the owners of driving schools.
The authorisation can be applied for at any time.
Documentation required for all procedures:
- Application duly completed by the owner or representative together with the specific documentation required for the procedure in question.
- If the owner is a private individual: Valid NIF or NIE. This may be replaced with an authorisation to allow the Catalan Traffic Department (Servei Català de Trànsit) to consult personal identity data.
- If the owner is a legal entity: copies of the documents accrediting the incorporation of the company and its NIF; valid NIF or NIE of the representative or authorisation to consult the personal identity data and powers of attorney or documents accrediting representation.
Adding to the licence classes taught:
- The school must have instructors with the permits necessary for the requested addition to the licence classes taught (they must have held the permits for at least 1 year).
- Documentation necessary to register the vehicle or vehicles appropriate for the licence class to be added.
- Proof of the availability of appropriate land to provide instruction for the licence class to be added.
Reducing the licence classes taught:
- If it does not entail alterations to the school's personnel or equipment, it should be recorded by an entry in the Registry.
- If it entails alterations to the school's operating system, an application to amend the relevant opening authorisation must be submitted.
- Please note that the vehicle or vehicles associated with the licence class to be discontinued must be de-registered.
Provisional authorisation:
The documentation to be provided is the same as for a change of ownership, with the exception of the documentation relating to the premises or land, provided that inability to submit it can be demonstrated.
- Deadline for applying: 10 working days after the transfer.
- Period of validity: 6 months, renewable for a maximum of 3 additional months.
Documentation required to register a vehicle:
- Vehicle registration document, technical specifications document and compulsory insurance for each vehicle.
- Copy of the technical inspection card.
- Two L plates with the initials of the province, school number and registration number stamped on them. For motorbikes, only one plate is required, which may be replaced by an officially approved reflective jacket with the V-14 sign stamped or printed on it if, due to the design of the vehicle, it is not possible to affix the L plate without it obstructing or hindering the visibility of a light or the registration plate, or because the edges of the plate protrude from the vehicle and therefore constitute a danger to the learner and other road users. In the case of shared vehicles, the L plates do not have to be provided if the vehicle already bears the plates of the school that owns it.
- If the vehicle is part of a consortium: a copy of the public deed or private contract of incorporation of the consortium or a sharing agreement stating the rules governing the vehicle's use.
If it is a permit extension: €118.60 with inspection / €40.05 without inspection.
This fee will be charged with inspection in the event that there are elements that must be inspected (land, premises and/or vehicles).
If it is a reduction of permits: €11.05

- From your Private Area of Canal Empresa (with idCAT Mòbil or a digital certificate).
- From Status of my transactions: enter the alphanumeric transaction identifier (ID) provided on the acknowledgement of receipt of the transaction and the identity number (DNI, NIE, passport, company NIF or foreign company document) that was entered on the application form. This identifier allows you to check the status of your transactions without a digital certificate.
- By calling 012 (with the procedure identifier and the DNI/NIF).

The administration has a maximum of three months from the application’s submission date to issue and notify a decision. If this period expires and no express resolution has been issued, the Administration's failure to respond shall be deemed a rejection of the application due to administrative silence.
How will I receive the reply?
You will receive an email informing you that you have a notification. You can access the content through e-NOTUM.
Can I file an appeal?
In the event of no response (administrative silence), you may submit an appeal to the director of the Catalan Traffic Department within three months of the deadline for resolution and notification mentioned in the section ‘When will I receive a reply?’
