What do you need to know?
Before a driving school can begin its activity, it must apply for authorisation to open and operate, both to start the business and to notify any changes in its infrastructure, personnel or ownership.
This procedure can only be carried out online. Documentation provided through any other channel will not be taken into account or counted for the purposes of the submission date.

Please note that situations involving company conversions that do not require the issuance of a new authorisation in the name of a new owner (change of owner) are treated as modifications to the opening authorisation. These situations include companies that convert from a private limited company (SL) to a public limited company (SA), from a public limited company to a private limited company and from a partnership (SC) to a private limited company or a public limited company. However, in cases where a private individual converts their business into a legal entity (SL/SA/SC) or an SL or SA is converted into ownership by a private individual or partnership, a new authorisation must be applied for in the name of the new owner and, therefore, the change of ownership procedure must be completed.
Authority responsible
Individuals or legal entities in their capacity as sole traders or self-employed persons who wish to obtain authorisation to open and operate a driving school, or, in the case of modifications or de-registration, to the owners of driving schools.
The authorisation can be applied for at any time.
- Application duly completed by the owner or representative together with the specific documentation required for the procedure in question.
- Public deed of conversion.
- If data consultation by other public administrations is not authorised, a certificate confirming that the tax authorities have issued the definitive NIF of the converted company.

- From your Private Area of Canal Empresa (with idCAT Mòbil or a digital certificate).
- From Status of my transactions: enter the alphanumeric transaction identifier (ID) provided on the acknowledgement of receipt of the transaction and the identity number (DNI, NIE, passport, company NIF or foreign company document) that was entered on the application form. This identifier allows you to check the status of your transactions without a digital certificate.
- By calling 012 (with the procedure identifier and the DNI/NIF).

The administration has a maximum of three months from the application’s submission date to issue and notify a decision. If this period expires and no express resolution has been issued, the Administration's failure to respond shall be deemed a rejection of the application due to administrative silence.
How will I receive the reply?
You will receive an email informing you that you have a notification. You can access the content through e-NOTUM.
Can I file an appeal?
In the event of no response (administrative silence), you may submit an appeal to the director of the Catalan Traffic Department (Servei Català de Trànsit) within three months of the deadline for resolution and notification mentioned in the section ‘When will I receive a reply?’
