What do you need to know?
The Private Security Law provides for the possibility of providing surveillance and protection services, subject to prior administrative authorisation, in industrial estates or delimited urban developments.
This procedure can only be done online.
Documentation provided by other means will not be taken into account and will not be counted for filing date purposes.

Documentation to be attached to the application:
- Documentation necessary to accredit that the necessary requirements to obtain the authorisation of the surveillance service in the industrial estate or urban development are fulfilled.
After submitting the application, you will receive an automatic prompt asking you to attach the following document:
- Plan of the industrial estate or urban development.
The provision of private security services in industrial estates or urban developments must be authorised by the director of the corresponding Home Affairs territorial services, after verifying, through inspection by the Police of the Generalitat - Mossos d'Esquadra and with the corresponding documentation, that the following requirements are met:
- That the industrial estates or urban developments are clearly delimited and separated from the populated areas.
- That there is no solution of continuity between different parts of the industrial estate or urban development, due to external communication routes or other factors. In the event that a solution of continuity exists or occurs, each part shall be considered an autonomous industrial estate or urban development for the purposes of applying this article.
- That the streets of the industrial estate or urban development are not used for traffic or frequent circulation of external vehicles.
- That the municipal administration has not taken charge of managing the common elements and providing municipal services.
- That the industrial estate or urban development has a specific and global administration that allows the adoption of common decisions.

After submitting the application, you will receive an automatic request asking you to attach the plan of the industrial estate or urban development.
This procedure can only be done online.
When sending the form, you must identify yourself with idCAT Mobile or with the digital certificate of the individual, legal entity and/or related person.

If you are unable to complete the procedure due to a system failure, please try again later.
- If the incident persists more than 24 hours, you can contact the Ministry of Home Affairs through the Generic request with electronic signature. To do so, in the section "On va adreçada" (To whom is it addressed) select "Departament d'Interior" (Ministry of Home Affairs), topic "Emergències i seguretat" (Security Emergency), subtopic "Seguretat privada" (Private security).
- If, however, the incident is also affecting the Generic Request, you can send us the communication by means of a query, complaint or suggestion (CQS) to the contact mailbox of the Home Affairs website.
- Alternatively, if the incident persists and you cannot wait to complete the procedure, you can use the generic request form that you will find on the website or the electronic office of your city council (or any other Public Administration). In this case, remember that the calculation of deadlines may vary and that you will have to wait a few days to be able to follow up the procedure from your Private Area.

Once the application has been submitted, the system will generate a receipt (containing, among other data, the registration number and the date and time of submission) that certifies that it has been correctly registered in the system.
Additionally, at the time of submitting the application online, a link to access the "Payments" section of the application folder will also be displayed. In this section you can make the payment online or you can download the payment letter. With this payment letter you can make the payment of the fee online through the CaixaBank website or in person, always by credit or debit card, at the "Servicaixa" ATMs network or at the Business Management Offices (BMO).
The payment tab can also be accessed at any time after the request has been made:
- If you have a digital certificate, enter the Private area and access the "Procedures" section. There you will be able to access the procedure in question and make the payment from the "Payments" section.
- If you do not have a digital certificate, you must go to Status of my transactions and enter the procedure code (ID) of the acknowledgement of receipt and your NIF (tax ID number). Once inside, go to the "Payments" section and follow the instructions.

In view of the application, the Mossos d'Esquadra will issue a report on the suitability of the requested service, after verifying that the requirements established in article 80.2 of the private security regulations are met.
What response is received?
The director of the Home Affairs Territorial Services corresponding to the place where the industrial estate or the urban development is located will resolve the procedure and will authorise, if applicable, the surveillance service in the industrial estate or in the urban development.
As a general rule, this resolution will be notified within a maximum period of three months from the date on which the request was made. An appeal may be lodged against this decision before the body that issued it or before the Minister of Home Affairs.
