What do you need to know?
Training centres are required to apply to the Institute for Public Security of Catalonia (ISPC) for authorisation if they wish to teach the following:
- Basic training courses for the preparation of self-protection plans (PAU) for activities and centres of interest for local civil protection.
- Advanced training courses for the preparation of self-protection plans (PAU) for activities and centres of interest for the civil protection of Catalonia.
This procedure can only be completed online. Documentation provided through other channels will not be considered or computed for filing date purposes.
The following organisms and institutions are concerned:
- Universities in Catalonia
- Centres affiliated to universities in Catalonia
- Professional guilds and sectoral associations
- Training centres that are authorised or certified by the relevant department in terms of employment
- Professional training centres belonging to employers’ associations
Applications can be made at any time.
The application for authorisation should be addressed to the Institute for Public Security of Catalonia (ISPC), together with a dossier in which the following documents must be provided:
- The statutes of the centre concerned, with regard to centres affiliated to universities, training centres authorised or certified by the relevant department in terms of employment, and professional training centres belonging to employers’ associations
- The certificate confirming the granting of a municipal licence to operate, with regard to training centres authorised or certified by the relevant department in terms of employment, and professional training centres belonging to employers’ associations
- The syllabus of the training activity or activities, in accordance with the characteristics specified in the applicable regulations, and with explicit reference to the objectives, the content, the learning activities, the preparation of a project involving the implementation of a practical case, the duration (in number of teaching hours) and the provisional scheduling of the activities, and the premises at which the training will take place.
- Description of the methods and mechanisms foreseen for the assessment of students’ progress.
- The curriculum vitae of the academic director of the training course concerned, who must be accredited as a technician authorised to prepare self-protection plans.
- The profile of the training staff and their curriculum vitae with regard to the fields of knowledge that they will teach during the courses concerned.
- Description of the system used to assess the quality of the training imparted.

Characteristics of the courses
The basic training course for the preparation of self-protection plans (PAU) for activities and centres of interest for local civil protection must follow, as a minimum requirement, the training programme appearing in Appendix 1 of Ministerial Order IRP/516/2010, of 8 November 2010, concerning the accreditation procedure for technical staff authorised for the preparation of self-protection plans, with a minimum duration of 140 hours, in accordance with the curricular material created for this purpose by the Institute for Public Security of Catalonia (ISPC).
The advanced training course for the preparation of self-protection plans (PAU) for activities and centres of interest for the civil protection of Catalonia must follow, as a minimum requirement, the training programme appearing in Appendix 2 of Ministerial Order IRP/516/2010, of 8 November 2010, concerning the accreditation procedure for technical staff authorised for the preparation of self-protection plans, with a minimum duration of 80 hours, in accordance with the curricular material created for this purpose by the Institute for Public Security of Catalonia (ISPC).
In order to be able to access the basic training course and the advanced training course the persons concerned are required to have a university degree. A university degree is defined as an officially recognised degree or a degree issued by the institution concerned, which must be a university recognised by the appropriate regulations or a centre affiliated to such a university which has a study programme with a minimum content of 180 ECTS European credits or the equivalent.
To access the advanced training course, interested candidates are also required to have been previously accredited as technicians authorised to prepare PAU self-protection plans in the field of local civil protection, or are required to have passed the basic training course.

Receive a reply from the Administration

When will you receive the reply?
Within 3 months after the date of the presentation of your application for accreditation, or within 3 months after replying to any requests that the ISPC may have made in relation to the further provision of documents or the completion of your dossier, the ISPC will issue its decision concerning your application.Once the maximum time limit of three months has passed without any explicit decision having been notified, applications will be considered to have been automatically approved in the absence of any due administrative notification.
What reply will you receive?
The accreditation decisions issued by the ISPC can be viewed on the ISPC website.Is it possible to appeal against a decision?
In relation to any decision made, whether explicit or presumed, it will be possible to lodge an appeal to the Minister responsible for public security.Control of the execution of the activity and revocation of the activity
The ISPC may check the provision and completion of the training activity and of the assessment tests in order to ensure compliance with the quality criteria that correspond to the accreditation of the organism concerned. For this purpose, the representatives designated by the ISPC may attend any training or assessment session and carry out any inspections that they may consider necessary in order to verify the conditions that have led to the accreditation.In the event that the organism does not impart the training courses in accordance with the terms established in the application, that false elements are identified in the documentation, that training quality standards are not met or the commitments undertaken are not complied with, the authorised accreditation will be revoked after a prior hearing before a court of law.
