Natural or legal persons engaged in a private hire vehicle activity.
You can apply for this within one year from the end of the endorsement period.
- To be a natural or legal person.
- To be a national of a Member State of the European Union, or of a non-EU State whose citizens do not require such nationality under international treaties or conventions signed by Spain.
- The authorisation must be domiciled in the municipality indicated on the registration certificate.
- Compliance with tax obligations. Requirements:
- To be entered in the register under the section on road passenger transport (721.2).
- To have submitted the corresponding personal income tax, VAT and corporate income tax returns.
- Not to have unpaid tax in the enforcement period.
- To comply with labour and social obligations. Requirements:
- The undertaking and all workers must be registered in the social security system under the relevant section.
- The social security contribution documents must have been submitted.
- No unpaid social security contributions.
- The vehicle must not have more than 9 seats including the driver’s seat.
- The number of seats on the data sheet must correspond to those on the registration certificate.
- The vehicles must be under 10 years old. There will be no limitation for vehicles with a power rating greater or equal to 28 BHP (brake horsepower), or a historical vehicle defined as such in the regulations concerning traffic, motor vehicle circulation and road safety.
- The vehicle power output must be at least 12 BHP and it must be at least 4.60 metres long. Compliance with these specifications will not be required where the vehicle uses electricity (electric or hybrid vehicle), hydrogen, biofuels, synthetic and paraffin fuels, natural gas, liquefied petroleum gas, or any other alternative to conventional fossil fuels as a source of energy.
- To have an address and electronic signature, as well as the computer equipment needed to process the contract and other business formalities with customers remotely.
- To have no outstanding penalties for infringements of transport legislation imposed by a final ruling in an administrative procedure.
- Payment of the corresponding fee.

To complete the procedure, you must meet the electronic identification and signature requirements (remember that the idCAT certificate and the electronic DNI are also accepted as digital certificates).
When filling in the information requested, you must enter the code ‘Procedure code (ID)’ on page 1 of the sing-in acknowledgment receipt under ‘Fee payment receipt number’, as shown in this example. If the subsequent check flags an error, please contact your Regional Transport Service. -

If you entered your details correctly when you submitted your application on the e-portal of the Ministry, the Administration will send you an SMS message and an email informing you that your authorisation has been granted.
