Natural or legal persons engaged in a private hire vehicle activity.
This procedure can be requested at any time provided that the authorisation is in force, and therefore has the corresponding endorsement and meets all the necessary conditions for obtaining it.
- Roadworthiness certificate for the vehicle.
- Application for withdrawal of authorisation by change of holder and signed digitally by the latter.
- To be a natural or legal person.
- To be a national of a Member State of the European Union or of a non-EU State whose citizens do not require such nationality under international treaties or conventions signed by Spain.
- Compliance with tax obligations. Requirements:
- To be registered in the register under the corresponding heading ‘CNAE 4932. Services of renting vehicles for personal use with a driver’.
- To have submitted the corresponding personal income tax, VAT and corporate income tax returns.
- Not to have unpaid tax in the enforcement period.
- To comply with labour and social obligations. Requirements:
- To be registered in the social security system (the undertaking and all workers).
- The social security contribution documents must have been submitted.
- To have no unpaid social security contributions.
- The authorisation must be domiciled in the municipality indicated on the registration certificate.
- The authorisation may not be domiciled in an Autonomous Community other than that in which it was originally granted.
- The vehicle must not have more than nine seats, including the driver’s seat.
- The vehicle ITV (vehicle technical inspection) must not have expired.
- To have civil liability insurance.
- The authorisation you wish to send must not have an attachment record.
- The number of seats on the data sheet must correspond to those on the registration certificate.
- Vehicles must be under 10 years old. There will be no limitation for vehicles with a power of 28 BHP or more, or a historical vehicle, in accordance with the regulations on traffic, motor vehicle circulation and road safety.
- The vehicle power output must at least 12 BHP and it must be at least 4.60 metres long. Compliance with these characteristics will not be required where the vehicle uses as an energy source electricity (electric or hybrid vehicle), hydrogen, biofuels, synthetic and paraffin fuels, natural gas, liquefied petroleum gas, or any other alternative to conventional fossil fuels.
- If the vehicles are owned, they must have the 1041 classification (‘Public-Private Hire Vehicle’).
- If any of the vehicles are hired, the following requirements must be met:
- On the registration certificate, the vehicle purpose must be stated as ‘Public-Hire without driver’ under the 1000 or 1041 classification.
- The lease (or draft contract or vehicle delivery sheet) must include:
- Identification of the lessor (rental undertaking):
- Natural person: name, NIF and signature.
- Legal person: name and CIF.
- Identification of the lessee (authorisation holder):
- Natural person: name, NIF and signature.
- Legal person: name and CIF of the undertaking and name of the representative.
- Identification of the vehicle by registration number or vehicle identification number.
- Duration of the contract.
- Term of the contract (the contract must be in force when the application is submitted).
- Identification of the lessor (rental undertaking):
- And have an address and electronic signature as well as the computer equipment needed to process the contract and other business formalities with customers remotely.
- There must be no outstanding penalties for infringement of transport legislation imposed by a final decision in an administrative procedure.
- Payment of the corresponding fee.

To complete the procedure, you must meet the electronic identification and signature requirements (remember that the idCAT certificate and the electronic DNI are also accepted as digital certificates).
When filling in the information requested, you must enter the code ‘Procedure code (ID)’ on page 1 of the sing-in acknowledgment receipt under ‘Fee payment receipt number’, as shown in this example. If the subsequent check flags an error, please contact your Regional Transport Service. -

If you entered your details correctly when you submitted your application on the website of the Ministry, and if the application and attached documents are correct, the Administration will send you an SMS informing you that your permit has been entered in the Register of Transport Undertakings and Activities. The corresponding positive decision on your application will also be sent to your email address in accordance with the provisions of the legislation in force.
