What do you need to know?
The administration of opioid agonist maintenance therapy (using methadone, buprenorphine and others) requires an authorisation from the Ministry of Health. The authorisation is valid for a maximum of 2 years and must be renewed before the end of this period.
This procedure can only be carried out online. Documentation provided through any other channel will not be taken into account or counted for the purposes of the submission date.
Specific forms have been made available for the applications and communications relating to this procedure, which must be used. They can be downloaded from this page, and you should always use the latest published version. Applications and communications submitted by any means other than these forms will be deemed not to have been submitted.
To companies and professionals, and specifically to:
Public or private non-profit health or social-health centres or services with prior authorisation as health centres.
These entities are obliged to interact with the public administration by electronic means to carry out any administrative procedure according to Article 14.2 of Law 39/2015, of 1 October (Official State Bulletin (BOE) no. 236, of 2 October 2015) and Order PDA/20/2019, of 14 February (Bulletin of the Government of Catalonia (DOGC) no. 7814, of 20 February).
The application can be submitted at any time prior to the commencement of the activity.
The authorisation is valid for a maximum of 2 years and must be renewed before the end of this period.
Documents to be provided to initiate the procedure
- Operational plan of the centre
- Curriculum vitae of the person responsible for opioid agonist treatments
Requirements for immediate verification
- Identification details of the legal entity
The legal entity that holds the authorisation must be legally constituted, and the person acting on its behalf must have sufficient powers to act as such. The Administration will refer to the form to see if it has the holder's authorisation to conduct this consultation. Otherwise, the holder must present the supporting documentation.
Supplementary information
The centre or service must have previous authorisation to operate as such and be registered in the Registry of healthcare centres, services and establishments.
No fees are associated with this procedure.
Types of authorisations:
Prescriber. Healthcare centres that prescribe methadone and monitor the treatment programme but refer their patients to a referral centre where treatment will be provided.
Dispenser. Healthcare centres that dispense treatment to patients that have been referred by authorised prescribers.
Prescriber and dispenser. Healthcare centres that both prescribe and dispense the treatment.

- Enter the alphanumeric transaction identification code (ID) provided on the acknowledgement of receipt of the transaction and the identity number (DNI, NIE, passport, company NIF or foreign company document) that was entered on the application form. This identification code allows you to check the status of your transactions without a digital certificate.

The administration has a maximum of three months from the application's submission date to issue and notify a decision. If this period expires and no express resolution has been issued, the Administration's failure to respond shall be deemed a rejection of the application due to administrative silence.
How will I receive the reply?
You will receive a notification from e-NOTUM.
Can I file an appeal?
Yes, within a period of one month from the day after receiving the notification, you may bring an appeal before the Minister of Health.
