What do you need to know?
Private institutions that provide university studies based on educational systems outside the Spanish educational system, that develop their activity in Catalonia, must obtain prior authorization from the Generalitat de Catalunya, to be able to offer these studies.
This procedure can only be done electronically, and documentation submitted by any other channel will not be considered or counted for the purposes of the presentation date.
The operation of these centers will be conditioned:
- Continued compliance with the requirements and conditions previously specified in the relevant authorisation order.
- To the immediate communication and authorisation, where appropriate, of any modification affecting the authorisation requirements.
- To good teaching and research practice, and correct information on the courses and the corresponding university degrees.
To natural and legal persons, owners of the corresponding center, who are interested in developing their activity in Catalonia, as a training center that provides university studies, in accordance with educational systems in force in other countries.
Authorization can be requested at any time.
1. Accredit the legal personality of the owner of the center.
2. Authenticated copy of diplomatic certification (embassy or consulate), with sworn translation, attesting to:
- That the courses are effectively implemented and active at the university or foreign higher education institution that issues the degrees.
- That the syllabuses of the different degrees to be taught correspond in structure, duration and content to those taught at the foreign university or institution of higher education in the country of origin.
- That the courses taught lead to the award of degrees that have the same official academic validity in the country of origin and the same denomination as those issued by the foreign university or higher education institution in the country of origin.
- That the degrees are subject to the assessment, accreditation and/or inspection processes of the competent bodies of the corresponding foreign university system. Those courses that have not previously undergone an assessment process by the quality body or agency of the country of origin will not be eligible for authorisation.
3. Report containing the following information:
- Plan for the development of the teaching offer, detailing the degrees, the typology and level, the places offered, the duration, the load in credits and the forecast of the starting year of the teaching of each degree.
- Provide the teaching staff, as well as the details of the syllabus in which they will teach, which must comply with the requirements established in article 7, sections 4, 5, 6, 7 and 8, of Royal Decree 640/2021, of June 27. In this sense, the teaching staff must contain the contractual category of each professor who will teach this degree, specifying to which department of the center he/she belongs, the annual hours of teaching in the degree of each professor, and detailing which of these professors are doctors.
4. Provide a written commitment of continuity of the studies offered in case of cessation of activity of the university or center, until the proper completion of the aforementioned teachings by the enrolled students.
5. In case the center is attached or franchised to the foreign university, an agreement must be presented in which the academic links between both parties are established, with sworn translation into Catalan or Spanish.
- Accredit the legal personality of the owner of the center.
- That the teachings are effectively implemented and active in the university or foreign institution of higher education that issues the degrees.
- That the curricula of the different degrees that they want to impart correspond in structure, duration and contents with those that are taught in the university or foreign institution of higher education matrix in their country of origin.
- That the teachings given lead to the obtaining of degrees that have the same official academic validity in the country of origin and the same denomination as those issued by the university or institution of foreign higher education parent in their country of origin.
- That the degrees are subject to the processes of evaluation, accreditation and / or inspection of the competent bodies of the corresponding foreign university system. Lessons that have not previously undergone an evaluation process by the quality body or agency of the country of origin may not be subject to authorisation.
- Determine the academic offer of the Center.
- Have a schedule of the appropriate research activity.
- Have the teaching and research staff in sufficient number and with the appropriate qualification.
- Guarantee the economic sustainability and continuity of the activity of the studies offered in case of cessation of the activity of the center, until the adequate completion of the aforementioned teachings by the enrolled student body.
- Have adequate facilities, means and resources for the performance of their functions.
- Have an adequate organization and structure.
- Have a sufficient number of administrative and service staff to carry out their duties.
- In case the center is attached or franchised to the foreign university, it will be necessary to establish an agreement in which the academic links between both parties are established.
- This authorization requires the prior favorable report of the Agency for Quality for the University System of Catalonia (this procedure is subject to a fee for the provision of services, in accordance with current regulations).
- Such authorisation shall require the report of the Ministry responsible for foreign affairs.
There are no fees associated with this procedure.

The generic request will not be valid for the presentation of applications for this procedure. Applications submitted by generic petition will not be taken into account and the filing date will be the date on which the new application is submitted using the specific form found in this procedure.

Can an appeal be filed if you disagree?
An appeal for reconsideration that exhausts the administrative procedure can be filed with the same body that issues the decision within one month if the act is express or three months if the act is presumed.
