What do you need to know?
Physiotherapy practices must have the appropriate administrative authorisation before they can begin their activity, whatever their level, category or ownership status. Authorisation must be requested in all of the following cases:
- When starting the activity.
- When changing the location of the practice, its ownership or its business name.
- When closing the practice.
Physiotherapy practices are understood to be one of the following:
- Physiotherapy practices: healthcare centres in which a physiotherapist carries out healthcare activities. This also includes physiotherapy practices in which, although there is more than one health professional practising, the care is primarily provided by one of the professionals, with the others acting as support. In this case, the principal physiotherapist is responsible for applying for the authorisation, i.e. the authorisation granted corresponds exclusively to the principal applicant and not to all of the colleagues.
- Physiotherapy practices in practitioners' homes: as these are located in the private residences of the practitioners, it must be demonstrated that the circulation of patients within these practices does not interfere with the personal use areas of the practitioners' homes.
- Physiotherapy practices located in non-health sector organisations: in these practices, the health professionals attend solely and exclusively to an organisation's collective on its premises, which are not primarily intended for healthcare purposes. Their activity must be complementary to the organisation's primary activity. If services are also provided to members of the public from outside the organisation, they must have the minimum facilities required for any practice: a waiting room, toilet, and a treatment room.
- Physiotherapy practices in co-working spaces: in which professionals from the same or different sectors share resources and facilities. If all the professionals sharing the facility are health professionals, they may share common spaces such as the reception, waiting room and toilet facilities. If the facilities are shared with professionals from other sectors, the health professionals must have the minimum facilities required for any practice: a waiting room, toilet, and a treatment room.
- Physiotherapy practices that are located within a health centre but do not form part of the portfolio of services provided by that centre: these healthcare services are only linked to the health centre in which they practise by their physical location. In this case, the application for authorisation to provide the physiotherapy service is the physiotherapist's responsibility, and they must be able to demonstrate the availability of the spaces to be used (rental contract or concession of use). If the facilities are sub-let, the owner's authorisation to sub-let the space will be required.
This procedure can only be carried out online. Documentation provided through any other channel will not be taken into account or counted for the purposes of the submission date.

Applications and communications submitted by any means other than these forms will be deemed not to have been submitted.
Companies and professionals
Companies and professionals who own physiotherapy practices, understood as healthcare centres in which a physiotherapist provides healthcare services that meet all of the following requirements:
- The territorial scope of their practice is Catalonia.
- The principal service offered is physiotherapy.
- The only health speciality in the clinic is physiotherapy. Also included are those practices comprising more than one healthcare professional, provided that the main focus of care is centred on the lead physiotherapist and the other healthcare professionals act in a supporting role. The same practice space may be the object of several authorisations, provided that the different practitioners carry out their activity in non-overlapping time slots and that there is no hierarchical or organisational relationship between them.
- The usable space of the practice has an area less than or equal to 100 m2.
- The owner of the practice and/or the person responsible for providing care is a registered physiotherapist or a professional company duly registered in the registry of professional companies held by the relevant professional association.
These entities are obliged to interact with the public administration by electronic means to carry out any administrative procedure according to Article 14.2 of Law 39/2015, of 1 October (Official State Bulletin (BOE) no. 236, of 2 October 2015) and Order PDA/20/2019, of 14 February (Bulletin of the Government of Catalonia (DOGC) no. 7814, of 20 February).
The procedure may be carried out at any time prior to the start of the practice's activity, its physical transfer, change of ownership or closure.
The documentation that must be attached to the application for authorisation to open a physiotherapy practice is indicated on the form itself, and is as follows:
For authorisations to open a physiotherapy practice:
- A technical project, signed by a qualified architect or engineer and specifying compliance with electrical and fire regulations and the removal of architectural barriers as per the The dimensions and layout of its facilities must be determined by the Catalan Activity Accessibility Board (TAAC), along with the associated drawings (plans of the location, site and updated layout and installations). The layout plan must show all the rooms in the practice and the different areas, accesses, uses, surface areas, furniture and equipment.
- Documentation accrediting the legal availability of the space where the practice is to be located (rental contract, transfer of use, etc.) For sublet spaces, authorisation signed by the property owner is required.(mandatory).
- Proof of payment of the fee. Once validated, the amount to be paid will be indicated on the application form. The fee must be paid to the College of Physiotherapists of Catalonia, Banc de Sabadell: ES2700810066620001492354.
- Copies of the healthcare staff's academic qualifications (if they cannot be verified by telematic means).
- Names of the practice's associate personnel (name, surnames, ID number) and proof of their professional relationship with the owner of the practice.
- If the practice treats minors, the health professionals in regular contact with minors must accredit their compliance with the requirements of Organic Law 1/1996 of 15 January on the legal protection of minors, partially amending the Civil Code and the Civil Procedure Act. A certificate must be provided for each of the people working with minors to certify that they do not have a criminal record for crimes of a sexual nature.
- A validated and updated cleaning, disinfection and sterilisation protocol for non-single-use material, signed by the healthcare manager and specifying the types of controls (physical, chemical and biological), their frequency and the type of sterilisation equipment used, on a datasheet or other document (if applicable).
- If applicable, a preventive and corrective maintenance plan must be provided for the equipment in the practice.
- If diagnostic support equipment is used, an updated log specifying the technical specifications, serial number, breakdowns, preventive inspections and scheduled repairs, as well as the details of the suppliers and those responsible for maintenance, must be kept on the practice's premises.
- Protocols for first aid, cardiopulmonary arrest, and other emergencies duly signed by the healthcare manager.
While processing the authorisation application, the relevant health authority may request any additional documentation deemed necessary to verify compliance with the general and specific requirements of the general and specific health legislation applicable to the authorisation of physiotherapy practices.
Physiotherapy practices are healthcare centres in which graduates of this profession provide healthcare services that must meet all of the following requirements:
- The territorial scope of their practice is Catalonia.
- Their main activity must be within the field of physiotherapy and, therefore, consist of anamnesis, physical examination, diagnostic assessment and the performance of therapeutic or functional recovery interventions in accordance with Order CIN/2135/2008, of 3 July, which sets out the requirements for the verification of university degrees that enable the practice of physiotherapy.
- The only health speciality in the clinic is physiotherapy. Also included are those practices comprising more than one healthcare professional, provided that the main focus of care is centred on the physiotherapist and the other healthcare professionals act in a supporting role. In this case, the service to be authorised is the service provided by the physiotherapist.
- The usable space of the practice has an area less than or equal to 100 m2.
- The owner of the practice and/or the person responsible for care is a registered physiotherapist or a professional company duly registered in the registry of professional companies held by the relevant professional association.
- With regard to the minimum space required for the physiotherapy practice, the following areas are mandatory:
- Reception and patient waiting area: these should have enough space to accommodate the furniture necessary for the area to fulfil its function comfortably.
- Treatment area: this should consist of at least one room for diagnostic assessment and treatment, with a surface area of no less than 8 m2, which cannot serve as an obligatory passageway to other rooms; it should have a washbasin and sufficient natural or artificial ventilation and lighting.
- Washroom area: a toilet cubicle with a washbasin for patients and their companions should be provided. It must be accessible from a non-private area. The dimensions and layout of its facilities must be determined by the Catalan Activity Accessibility Board (TAAC).

Supplementary information
The fee is a fixed amount.
The following are expressly excluded from this model of authorisation:
- Applications for official authorisation for health centres and services that are subject to specific technical and regulatory criteria.
- Applications for the authorisation of home care services that do not report to a centre.
- Applications to extend the portfolio of physiotherapy services offered by a healthcare centre, regardless of the type of centre.
- Practices with a surface area of more than 100 m2 and all those in which medical centre activities are carried out. These practices must be assessed by the Ministry of Health, which must ensure that they comply with the technical architectural legislation applicable to them.

- Fill in the form and attach the requested documentation. To attach the documents, click on the Attach button and search for the appropriate document on your computer.
- The name of the attached file must not contain blank spaces, hyphens, accents or diaeresis.
- Send the form. If mandatory information is missing or entered incorrectly, an error message will be displayed when you submit the form and the fields to be revised before resubmitting it will be highlighted.

Confirmation of the procedure carried out
If the application has been sent correctly, an acknowledgement of receipt will appear on the screen (you will need Adobe Acrobat to open it). It's important to save this document as it contains the entry record, which is the date the procedure was initiated and may be relevant for specific calculations and deadlines. It also contains an identifier code for the procedure, which you can use to check the status of the procedure from the Private area.
If the application contains any errors, it will not be sent, and a message will be displayed specifying the error.

Receive the Administration's response
When will I receive a reply?
When will I receive a reply?
The administration has a maximum of three months from the application's submission date to issue and notify a decision. If this period expires and no express resolution has been issued, the Administration's failure to respond shall be deemed a rejection of the application due to administrative silence.
How will I receive the reply?
You will receive a notification from e-NOTUM.
Can I file an appeal?
Yes, within a period of one month from the day after receiving the notification, you may bring an appeal before the Minister of Health.
