What do you need to know?
If undertakings or self-employed persons not engaged in the carriage of goods for third parties wish to transport goods on their own account as a supplement to their main activities, they need to apply for a permit.
Each vehicle with a maximum authorised mass exceeding 3 500 kg which is intended to carry out this type of transport must carry a certified copy of the permit, which will be issued using the vehicle registration plate for identification.
We recommend obtaining appropriate advice in the offices of the Territorial Transport Service for the area (Barcelona, Lleida, Girona or Tarragona) on the type of transport that can be considered supplementary private transport.

Endorsement requests are to be submitted in even-numbered years and the term is applied taking into account the last figure of the applicant undertaking’s tax identification number or code.
- This concerns the renewal of all permits.
- The endorsement will be carried out every 2 years in accordance with the established timetable.
- Permits not endorsed at the intervals laid down are deemed to have expired, unless they are reinstated. Similarly, copies corresponding to specific vehicles for which an endorsement has not been applied will be deregistered and cannot under any circumstances be reinstated.
Endorsement timetable
Companies with a NIF or CIF ending in:
- 1: Between the first and the last working day of January.
- 2: Between the first and the last working day of February.
- 3: Between the first and the last working day of March.
- 4: Between the first and the last working day of April.
- 5: Between the first and the last working day of May.
- 6: Between the first and the last working day of June.
- 7: Between the first and the last working day of July.
- 8: Between the first and the last working day of September.
- 9: Between the first and the last working day of October.
- 0: Between the first and the last working day of November.
- If any of the vehicles are hire vehicles, the vehicle registration certificate must state its purpose as ‘Public-Rental without driver’ and the rental contract (or vehicle reservation contract or delivery sheet) must include:
- identification of the hirer (rental undertaking):
- natural person: name, NIF (tax identification number) and signature;
- legal person: name and CIF (tax identification code);
- identification of the hiree (permit holder):
- natural person: name, NIF (tax identification number) and signature;
- legal person: name and CIF of the undertaking and name of the representative;
- identification of the vehicle by registration number or vehicle identification number;
- duration of the contract;
- term of the contract: when submitting the application, the contract must be in force.
- identification of the hirer (rental undertaking):
- To be a natural or legal person.
- The holder of the permit must be a national of a Member State of the European Union, of the European Economic Area or of any other country whose citizens and their family members are eligible for the scheme. Evidence must be provided that the applicant possesses the corresponding tax identification number.
If the nationality of the permit holder is not as described above, evidence must be provided of holding long-term residence or temporary residence and a work permit and, as in the previous case, of holding the relevant tax identification number, which must be valid and not have been revoked. - Compliance with tax obligations. You must be:
- registered in the census under the relevant heading. Under no circumstances 722, 757 or 849.5.
- To possess a vehicle with a GVW of more than 3.5 tonnes in the name of the applicant under terms of ownership, leasing or ordinary rental.
- Drivers of the vehicles must be part of the undertaking’s organisation and hold the necessary qualifications.
- There must be no outstanding penalties for infringements of transport rules imposed by a final ruling terminating the administrative procedure.
- To pay the corresponding fee.
- To have an email address and electronic signature and the computer equipment needed to document the contract and other business formalities with customers remotely.

When filling in the information requested, you must enter the code ‘Procedure code (ID)’ on page 1 of the sing-in acknowledgment receipt under ‘Fee payment receipt number’, as shown in this example. If the subsequent check flags an error, please contact your Regional Transport Service. -
