What do you need to know?
This is the permit that an undertaking needs in order to provide a passenger transport service to supplement its own business activity, in vehicles with more than 9 seats (buses). The transport permit concerns the undertaking with the vehicles assigned to it.
Supplementary private transport operations must meet the following conditions jointly:
- Passengers must be workers or employees of the undertaking holding the permit, or people attending one of its establishments. In the former case, the employment relationship with the undertaking will determine whether the worker can be a user. In the latter case, passengers must be regular partners, beneficiaries or contractors of other services which constitute the main activity of the undertaking or establishment concerned.
- The origin or destination of the transport must be one of the places where the undertaking holding the permit performs tasks related to its main business activity.
- The vehicles used must be integrated into the organisation of the undertaking by way of ownership, leasing or ordinary leasing.
- The vehicle drivers must be integrated into the organisation of the undertaking in accordance with the applicable social and labour law rules and must have the necessary qualifications, certificates, licences or permits in accordance with the duties they perform.
- Transport may not be contracted out or invoiced separately. Where appropriate, the cost of the transport must be incorporated in the final price of the product or service which constitutes the main business activity of the undertaking before value added tax is levied.
Where the conditions set out above are not fulfilled, the transport shall be subject to the public transport regime.
In order to verify the conditions set out in points (a), (c) and (d) above, all the relevant documentation must be kept on board the vehicle during the transport operation.

- Request for withdrawal of the permit, signed digitally by the holder.
- The permit must not have an attachment record.
- Have no outstanding penalties for infringements of transport rules ordered by a final ruling in an administrative procedure.

If you entered your details correctly when you submitted your application on the e-portal of the Ministry, and if the application and attached documents are correct, you will be sent a digital communication informing you that your permit has been granted, in accordance with the legislation in force.
