What do you need to know?
If a company or individual wants to provide interurban taxi services, i.e. offer public passenger transport in passenger cars with nine or fewer seats, before they can begin, they must apply for a permit for each vehicle to be used. This permit must be renewed or endorsed every four years, depending on the established timetable. If the permit expires because it has not been endorsed, it may be reinstated within one year of the expiry of the period within which it should have been endorsed. Furthermore, for example, the permit holder can be changed (transferred) or the vehicle to which the permit relates can be substituted.
As a general rule, the taxi driver can only pick up fares in the municipality that has issued the taxi licence, but they may transport their passengers to any destination as long as the VT permit is in force.
As an exception to this rule, a taxi driver may pick up a passenger at a port or airport in Catalonia, provided that the service has been previously booked and the destination is the municipality that issued the taxi driver's licence. The VT permit must be in force, and the vehicle must carry the duly completed Declaration of Prior Booking of a Taxi Service from a Port or Airport in Catalonia.
This procedure can only be carried out online. Documentation provided through another channel will not be taken into account or counted for the purposes of the submission date.

Individuals or legal entities who wish to engage or are currently engaged in the provision of an interurban taxi service.
The permit must be renewed every 4 years.
The application must be submitted in the month of the year that corresponds to the last number of the company's NIF or CIF:
- January: NIF or CIF ending in 1.
- February: NIF or CIF ending in 2.
- March: NIF or CIF ending in 3.
- April: NIF or CIF ending in 4.
- May: NIF or CIF ending in 5.
- June: NIF or CIF ending in 6.
- July: NIF or CIF ending in 7.
- August: NIF or CIF ending in 8.
- September: NIF or CIF ending in 9.
- October: NIF or CIF ending in 0.
If the authorisation is not renewed within this time limit, it will expire and must be reinstated within one year.
- Declaration of being in possession of civil liability insurance or, alternatively, the latest insurance receipt for the vehicle clearly showing the following information:
- That the receipt pertains to compulsory civil liability insurance or civil liability insurance limited to €50,000,000, whichever is applicable.
- That the insurance is in force.
- Name of the policyholder and registration of the vehicle.
If any of these details are missing from the receipt, the interested party must also provide the policy document clearly stating the details that are not included in the receipt.
- Document accrediting a valid municipal or metropolitan taxi licence. It must be for the vehicle for which the permit is being requested and in the name of the person submitting the application.
- In the case of Metropolitan Area licences, you must provide the sheet with the number of the taxi licence and the sheet with the stamp from the last metropolitan inspection. Both sheets are in the Inspection Book.
- If any of the vehicles are hired, the contract, showing the following details:
- Identification of the lessor (rental company):
- Private individual: name, NIF (tax code) and signature.
- Legal entity: name and CIF (tax code).
- Identification of the lessee (holder of the permit):
- Private individual: name, NIF (tax code) and signature.
- Legal entity: name and CIF (tax code) of the company and name of the person representing it identification of the vehicle by registration number or chassis number.
- Duration of the contract.
- Validity of the contract: when submitting the application, the contract must be in force.
- Identification of the lessor (rental company):
The Administration will check compliance with any requirements that are not documented.
- Hold a valid municipal taxi licence.
- Be fully compliant with your fiscal obligations. You must:
- Be registered in the appropriate section of the economic activity census (721.2).
- Have filed the appropriate income tax, VAT and corporate tax returns.
- Have no tax debts in the period of enforcement.
- Be fully compliant with your social and labour obligations. You must:
- Register the company and all employees in the appropriate Social Security scheme.
- Have submitted the Social Security contribution documents.
- Have no Social Security debts.
- Own a vehicle or lease one through a financial or conventional leasing scheme. It must have a 1040 or 1042 classification.
- Have valid ITVs (MOTs) for your vehicles.
- Have civil liability insurance.
- Not have any outstanding penalties for infringement of transport regulations imposed by a decision that concludes the administrative proceedings.

Step one
Pay the fee
To renew the permit you must:
- Make the payment (Step 1).
- Submit the application to the Ministry responsible for transport (Step 2).
This procedure can only be carried out online. You do not need a digital certificate to pay the fee. You will need a digital certificate to submit your application to the Ministry (see step 2).
If you are acting on behalf of the permit holder, you must register your representative status before submitting the application.

This procedure can only be carried out online through the electronic office of the Ministry responsible for transport.

Receive the Administration's response
To find out when your application has been processed, you can consult the status of the proceedings you have created from the electronic office portal of the Ministry of Transport.

If you have entered your details correctly and attached the correct documentation to your application, you will receive an SMS informing you that your permit has been entered in the Register of Transport Companies and Activities.
Confirmation of the ruling on your application will also be sent to your email address.
