What do you need to know?
If a company or individual wants to provide interurban taxi services, i.e. offer public passenger transport in passenger cars with nine or fewer seats, before they can begin, they must apply for a permit for each vehicle to be used. This permit must be renewed or endorsed every four years, depending on the established timetable. If the permit expires because it has not been endorsed, it may be reinstated within one year of the expiry of the period within which it should have been endorsed. Furthermore, for example, the permit holder can be changed (transferred) or the vehicle to which the permit relates can be substituted.
As a general rule, the taxi driver can only pick up fares in the municipality that has issued the taxi licence, but they may transport their passengers to any destination as long as the VT permit is in force.
As an exception to this rule, a taxi driver may pick up a passenger at a port or airport in Catalonia, provided that the service has been previously booked and the destination is the municipality that issued the taxi driver's licence. The VT permit must be in force, and the vehicle must carry the duly completed Declaration of Prior Booking of a Taxi Service from a Port or Airport in Catalonia.
This procedure can only be carried out online. Documentation provided through another channel will not be taken into account or counted for the purposes of the submission date.

Individuals or legal entities who wish to engage or are currently engaged in the provision of an interurban taxi service.
This procedure can be requested at any time, providing the permit is valid, i.e. the corresponding endorsement has been carried out. It is also conditional upon the fulfilment of all the necessary requirements for holding the permit.
- Declaration of being in possession of civil liability insurance or, alternatively, the latest insurance receipt for the vehicle clearly showing the following information:
- That the receipt pertains to compulsory civil liability insurance or civil liability insurance limited to €50,000,000, whichever is applicable.
- That the insurance is in force.
- Name of the policyholder and registration of the vehicle.
If any of these details are missing from the receipt, the interested party must also provide the policy document clearly stating the details that are not included in the receipt.
- If the municipal or metropolitan taxi licence is being transferred together with the VT category transport permit:
- Document issued by the corresponding local council or the Metropolitan Taxi Institute confirming that the municipal or metropolitan taxi licence is in force in the name of the applicant and referring to the vehicle for which the permit is being requested, stating the names of the transferor and the transferee and, in the event of a change of vehicles, the approval of this change. If vehicles are to be replaced at the same time as the transfer of the permit, the transferee must meet the specific requirements to be able to carry out this replacement (see 'Replace a vehicle').
- If the transferee already has a taxi licence and, therefore, only the permit is to be transferred, they must provide an accreditation document issued by the corresponding local council or the Metropolitan Taxi Institute, confirming the validity of their municipal or metropolitan licence. If vehicles are to be replaced at the same time as the transfer of the permit, the transferee must meet the specific requirements to be able to carry out this replacement (see 'Replace a vehicle').
- Inspection book of the taxi licence, stating that the metropolitan inspection in force (this document is only required for licences issued in the Metropolitan Area of Barcelona).
- If any of the vehicles are rented, the use of the vehicle must appear on the vehicle registration certificate as 'Public-Rental without driver' and the rental contract (or pre-contract or vehicle delivery form) must include the following:
- Identification of the lessor (rental company):
- Private individual: name, NIF (tax code) and signature.
- Legal entity: name and CIF (tax code).
- Identification of the lessee (holder of the permit):
- Private individual: name, NIF (tax code) and signature.
- Legal entity: name and CIF (tax code) of the company and name of the authorised representative.
- Identification of the vehicle by registration or chassis number.
- Duration of the contract.
- Validity of the contract: when submitting the application, the contract must be in force.
- Identification of the lessor (rental company):
- Technical inspection certificate of the vehicle
- Request to de-register the permit due to a change of holder, digitally signed by the holder.
- Be a private individual or legal entity.
- Be a national of a Member State of the European Union or of a non-EU Member State whose citizens are not subject to the nationality requirement by virtue of international treaties or conventions signed by Spain.
- Hold a valid municipal taxi licence.
- Be fully compliant with your fiscal obligations. You must:
- Be registered in the appropriate section of the economic activity census (721.2 taxi transport).
- Have filed the appropriate income tax, VAT and corporate tax returns.
- Have no tax debts in the period of enforcement.
- Be fully compliant with your social and labour obligations. You must:
- Register the company and all employees in the appropriate Social Security scheme.
- Have submitted the Social Security contribution documents.
- Have no Social Security debts.
- Own a vehicle or lease one through a financial or conventional leasing scheme, which may be the vehicle being transferred or a newer one. It must have a 1040 or 1042 classification.
- Have valid ITVs (MOTs) for your vehicles.
- Have civil liability insurance.
- Not have any outstanding penalties for infringement of transport regulations imposed by a decision that concludes the administrative proceedings.
- The permit to be transferred cannot be subject to any embargo proceedings.
- Have an electronic address and signature, as well as the necessary computer equipment to document the contract and other commercial formalities with clients remotely.
- Pay the corresponding fee.
- The person acquiring the permit to be transferred must register it in the same municipality as the transferor, which must also be the municipality that granted the taxi licence. As an exemption, transfer and registration in a municipality other than the one that appears on the transferor's permit will be allowed in the case of the transfer of transport permits granted for taxi licences that fall under the jurisdiction of the Metropolitan Taxi Institute and, therefore, are valid for the municipalities that form part of the Metropolitan Area of Barcelona.

When filling in the requested data, you must provide, as the "Proof of fee payment number" the "Procedure code (ID)" that appears on page 1 of the acknowledgement of receipt, as shown in this example. If the subsequent check returns an error, call your Regional Transport Department. -

In addition, if you have provided your details correctly when submitting your application via the electronic office of the Ministry, and if this application and the attached documentation are correct, the Administration will send you an SMS indicating that your permit has been entered in the Register of Transport Companies and Activities. Lastly, confirmation of the favourable ruling on your application will also be sent to your email address in accordance with the provisions of the applicable regulations.
