What do you need to know?
This permit allows the holder to transport goods on behalf of a third party in exchange for financial remuneration in a vehicle with a maximum authorised weight of between 2 tonnes and 3.5 tonnes exclusively within the territory of Catalonia.

This procedure can only be completed online. Documents provided via another channel will not be taken into account or considered for the purposes of the submission date.

The application must be submitted within 2 years starting from the date of the provisional suspension.

- If any of the vehicles are hire vehicles, the vehicle registration certificate must state its purpose as ‘Public-Rental without driver’ and the rental contract (or vehicle reservation contract or delivery sheet) must include:
- Identification of the hiring service provider (rental company):
- natural person: name, NIF (tax identification number) and signature;
- legal person: name and CIF (tax identification code).
- Identification of the hiring party (permit holder):
- natural person: name, NIF (tax identification number) and signature;
- legal person: name and CIF of the company and name of the individual representative.
- Identification of the vehicle by registration number or vehicle identification number.
- Duration of the contract.
- Term of the contract: when submitting the application, the contract must be in force.
- Identification of the hiring service provider (rental company):
- Persons driving the vehicle (holder, family member or employed person):
- Driver's licence.
- Family register and receipt of self-employment contributions for family members.
- Form TC2 from the TGSS (General Treasury of Social Security), if they are employees.
- Certificate of suspension.

If the applicant is a natural person:
- Proof of financial capacity must be provided (see point on ability to pay in the requirements section) in the form of any of the following documents:
- Stamped bank certificate of availability of funds with regard to:
- current accounts
- bank deposits
- investment funds
- life insurance with cash surrender value
- retirement schemes with cash surrender value
- investment contracts in government-issued debt
The certificate must be dated within the previous 6 months and explicitly indicate the amount to which it refers – either by stating the total volume of funds or that the funds exceed a certain amount. Under no circumstances will generic references be permitted, such as: ... ‘adequate funds are available for managing a transport company...’.
- Declaration of ability to pay Form A, accompanied by one of the following documents:
- proof of payment of property tax in the name of the permit holder;
- valuation of the vehicle (certificate, appraisal, valuation sheet) drawn up by an official vehicle sales company or dealer. The document must contain the name of the vehicle’s owner, the identification of the vehicle (registration number or chassis number), the appraisal value, and the name and signature of the person issuing the certificate;
- the vehicle invoice;
- an evaluation of the machinery or other capital equipment, the ownership of which must be proven by the permit holder.
- Latest personal income tax return or payment document.
- Stamped bank certificate of availability of funds with regard to:
- If evidence of professional competency is provided by another person, the following documents must be provided:
- A certified true copy of the notarial act stating the powers of attorney and available funds for the person providing evidence of professional competency.
- Proof of the given person’s connection with the applicant through:
- for a relative up to the second degree of consanguinity or affinity:
- proof of the family relationship through the family register, a notarised act (certified true copy), or tax or administrative documentation stating the family relationship;
- latest receipt of self-employment contributions or document proving Social Security registration;
- for spouses:
- proof of the family relationship through the family register, a notarised act (certified true copy), or tax or administrative documentation stating the family relationship;
- for a de facto partner:
- proof of the status of a de facto partnership through an administrative document, a notarised act of de facto partnership (certified true copy) or the family register.
- for any other person:
- document proving Social Security registration under the heading corresponding to managerial staff (groups 01, 02, 03) in which the person providing the training is recorded (work contract, payslip or other Social Security document).
- for a relative up to the second degree of consanguinity or affinity:
If the applicant is a legal person:
- Proof of adequate share capital and reserves through any of the following documents:
- latest corporation tax return. If the sum of the share capital and the reserves is inadequate, the certified true copy of the capital increase instruments, filed with the Register of Companies, must also be provided after the filing date for corporation tax.
- certificate signed by the company director, or secretary of the Board of Directors with the approval of the chairperson, with respect to the capital and the reserves that appear in the last official balance sheet. In the case of cooperatives, the certificate will be from the secretary with the approval of the chairperson. Proof of appointment in those positions must be provided.
- In relation to the transport manager – i.e. the person who provides evidence of professional competency (see the point on professional capacity in the requirements section) – the following documentation must be presented:
- certified copy of the notarised act stating the powers of attorney and available funds. This is not required if that person is a company director.
- proof of the given person’s connection with the company:
- If the transport manager holds 15% or more of the shares or stakes in the company, one of the following documents must be submitted:
- memoranda of association of the company (certified true copy),
- notarised share purchase document. This type of documentation does not need to be registered in the Register of Companies,
- corporation tax showing the percentage referred to above.
- If the transport manager does not have 15% ownership, one of the following documents must be submitted:
- for workers under the heading corresponding to general workers: Social Security registration document (employment contract, payslip or other social security documentation) confirming managerial role in the company (groups 01, 02, 03);
- for company directors: latest receipt of self-employment contributions;
- for partners of the company (holding no more than 15% of the shares): latest receipt of self-employment contributions plus proof of ownership of the shares through the relevant instruments, corporation tax or, in the case of cooperatives, the shareholder register;
- for relatives up to the second degree of consanguinity or affinity holding more than 50% of the shares: proof of ownership of the shares through the relevant instruments or corporation tax, family register and the latest company accounts.
- If the transport manager holds 15% or more of the shares or stakes in the company, one of the following documents must be submitted:
If the person providing evidence of professional competency acts as manager in several companies comprising a group of companies:
- document proving that the same owner holds 50% or more of the share capital of each company;
- document proving that the manager is linked to at least one of the companies;
- document proving the powers of attorney and availability of funds in all companies.
General requirements:
- Financial capacity: have EUR 3 000 in capital for each vehicle.
- Be in possession of a vehicle that is newer than the suspended vehicle or a vehicle not exceeding six years of age under ownership, lease or ongoing lease.
- Have a number of drivers equal to or greater than 80% of the number of vehicles in the company fleet.
- Have no outstanding penalties for infringements of transport legislation imposed by a final ruling in an administrative procedure.
- Pay the corresponding fee.
- Have an email address and electronic signature as well as the necessary computer equipment to process the contract and other business formalities with customers remotely.
If you do not have another valid permit:
- Be a natural or legal person.
- Be a national of a Member State of the European Union, or of a non-EU country whose citizens do not require such nationality under international treaties or conventions signed by Spain.
- Possess the professional competency for transporting goods. Qualifications obtained regionally may be provided.
- Fulfil the good-repute requirement, i.e. neither the permit holder nor the transport manager can have been convicted of any crimes or criminal offences, or have been penalised for offences related to commercial, social or employment matters, or road safety or land transport planning, that would invalidate such requirement.
- Comply with all tax obligations. You must:
- be entered in the register under the section on freight transport activities by road, removal services or courier and delivery services (IAE headings: 722, 757 or 849.5);
- have submitted the corresponding personal income tax, VAT and corporation tax returns;
- not have any unpaid, overdue tax in the enforcement period;
- Comply with labour and social obligations. You must:
- be registered under the relevant section in the social security system (the undertaking and all employees);
- have submitted the social security contribution documents;¡
- have no unpaid Social Security contributions;
- Not be in possession of a permit for additional private carriage of goods registered or deregistered as recoverable.

When filling in the information requested, you must enter the code ‘Procedure code (ID)’ on page 1 of the acknowledgement of receipt under ‘Fee payment receipt number’, as shown in this example. If the subsequent check flags an error, please contact your Regional Transport Service.The Ministry’s form should display a screen asking if you wish the transport card to be delivered by post to your home. If you turn down that option, or if the screen does not appear, the card will be delivered to the office of the relevant Territorial Transport Service.
