What do you need to know?
The free sale certificate is a document issued by the health administration that certifies certain data of companies and food establishments registered in the Health Register of Food Industries and Products of Catalonia (RSIPAC).
Companies can request different types of certificates:
- Company Free Sale Certificate
Includes census data and activities registered in RSIPAC. - Product Free Sale Certificate
Certifies that the person responsible for marketing the product is subject to the required health controls and that the food products marketed are freely circulated and sold for human consumption in Spain and the European Union. - Self-Control System Certificate
Based on Hazard Analysis and Critical Control Points (HACCP) or Good Hygiene Practice Guide (GHG). - Certificate of Absence of Environmental Radiological Contamination and Non-Affectation of Food
This procedure can only be performed online. Any documentation you provide by other channels will not be considered and will not have any validity for the purpose of determining the date of submission.

For food companies registered in RSIPAC and those responsible for placing on the market the products for which the certificate is requested.
It can be requested at any time.
Documents required to start the procedure:
- Technical sheets of the products
For product certificate requests. As many sheets as declared products. - Current product labels
For certification of foods for the final consumer (food supplement and/or foods intended for special population groups). As many labels as declared products. - Proof of payment of fees
Establishments/operators located in Barcelona city must deposit the amount of the fees into the current account of the Barcelona Public Health Agency: 2100-3000-17-2201727139 at "La Caixa". The receipt must include the company name and the concept "Free Sale Certificate". - Other documentation, if applicable
Additional Information
No documentation is required in the following cases:
- Company Free Sale Certificate.
- Self-control system certificate based on Hazard Analysis and Critical Control Points (HACCP) or a Good Hygiene Practice Guide (GHG).
Important: To request this certificate, it is essential to have previously passed a favorable audit. - Certificate of absence of environmental radiological contamination and non-affectation of food.
The requirements to request certification are:
- Be registered in RSIPAC. [Check the register here].
- The applicant must be the owner or representative of the company, or responsible for placing on the market the product or activity for which the certificate is requested.
- In the case of the self-control system certificate (HACCP or GHG), have previously passed a favorable audit.
- To request a product certificate for food supplements and foods intended for special population groups, the company's registered office must be located in Catalonia.

Complementary information- The amount of the fee is variable and is calculated automatically in the form.
- You can request different types of certificates in the same application.
The fee applies per type of certificate, except for the product free sale certificate, where the fee increases according to the number of products requested. - The method of payment of the fee depends on the location of the establishment or the registered office if the company does not have facilities, except in the case of free sale certificates for products that are food supplements or foods intended for special groups, where the payment method always depends on the registered office.

- If you need to include different establishments, you must make a separate request for each one.
- You can select up to two languages per certificate. One of them will always be Catalan or Spanish.
- If you request a product certificate for food supplements or foods intended for special population groups, indicate this in the "Observations" field of the form. This certificate will only be issued if the company's registered office is located in Catalonia.

This procedure can only be performed online.
When you send the form, you must identify yourself with a digital certificate or idCAT Mòbil, if you are the company's owner, or with a digital certificate of representation, if you are the representative.

The method of payment of the fee varies depending on the location of the establishment or the company's registered office:

- The establishment or the company's registered office without facilities is outside the city of Barcelona or a product certificate for food supplements or foods intended for special groups has been requested and the company has its registered office outside the city of Barcelona.
- Once you have submitted the application, you will find in your private area of Canal Empresa the necessary documentation to make the payment (this may take a few hours).
- If you have requested notifications, you will receive an email with the pending payment notice.
- Payment methods:
- By bank card (VISA or MASTERCARD).
- By payment slip.

- The establishment or the company's registered office without facilities is in the city of Barcelona or a product certificate for food supplements or foods intended for special groups has been requested and the company has its registered office in the city of Barcelona.

- You can only do it by bank transfer.

If the company or establishment is not registered in RSIPAC or does not meet the necessary requirements, you will receive a communication indicating the reason why the certificate is not issued.How will I receive the response?
