Building quality control entities are those that are qualified to provide technical assistance in verifying the quality of the project, the materials and the execution of the work and its installations in accordance with the project and the applicable regulations.
To carry out its activity throughout the Spanish territory, it will be sufficient to present a responsible declaration, prior to the start of the activity, in which it declares that it meets the technical requirements required by regulation before the General Directorate of Building Quality and Housing Rehabilitation of the Housing Agency of Catalonia, in the event that it has its registered office in the territory of Catalonia.
Self-employed individuals, professionals, companies, entities and other groups must process online. Documentation provided through another channel will not be taken into account or counted for the purposes of the submission date.

It can be requested at any time.
The responsible declaration and prior communication must be submitted prior to the start of the activity to the Directorate of Quality of Building and Housing Rehabilitation of the Housing Agency of Catalonia, in the event that it has its registered or professional address in the territory of Catalonia.
It must also be submitted in the event that there is any modification to a responsible declaration previously submitted.
Along with the application, the document with the Scope of Action that declares itself as a building quality control entity must be submitted.
The control entity must:
- Have implemented and keep updated a Quality System in accordance with the UNE-EN ISO/IEC 17020 standard "General criteria for the operation of different types of bodies carrying out inspection", which defines the verification procedures it uses to provide technical assistance in the fields in which it declares to act, as well as the capacity, personnel, means and equipment suitable to carry them out.
- Comply with the requirements of Decree 149/2017, of October 17, of building quality control entities and testing laboratories for building quality control
There are no fees associated with this procedure.
Building quality control entities are public or private entities, with their own legal personality, which are established with the purpose of providing technical assistance, requested on a voluntary basis, by verifying the quality of the project, the materials and the execution of the work and its installations in accordance with the project and the applicable regulations.
They must guarantee that they act impartially and that they carry out their functions with technical solvency.
They are obliged to deliver the results of their activity to the agent who commissioned the assignment and, in any case, to the technical person responsible for the reception and acceptance of the results of the assistance, whether it is the director of the execution of the works or the agent who corresponds to the project phases, the execution of the works and the useful life of the building.

Although there is no established maximum deadline for processing, normally within fifteen days from the presentation of the declaration, if it is correct, it will be registered in the Register of Building Quality Control Entities of Catalonia and, in the event that the declaration presents defects, the entity will be required to rectify them within the same period.What response is received?
The responsible declaration is not a request, therefore the Administration does not issue a resolution.
Once the responsible declaration has been received by the Building Planning Service, of the Building Quality and Housing Rehabilitation Directorate, its adequacy with what is determined by the applicable regulations is checked and if it is correct, it is registered in the Register of Building Quality Control Entities of Catalonia and published on the departmental website; At the same time, its registration in the General Register of Building Quality Control Entities of the Technical Building Code is being processed by the Ministry of Public Works.
Can an appeal be filed?
There is no appeal since there is no resolution. In the event that the responsible declaration is not registered in the aforementioned registers, the person making the declaration may contact the Building Planning Service, of the Building Quality and Housing Rehabilitation Directorate.
