What do you need to know?
The license is an authorisation to practise recreational—not professional—underwater fishing. Underwater, or sub-aquatic, fishing is considered to be that which is done without the use of independent or semi-independent underwater breathing apparatuses, nor any other type of equipment that permits breathing when fully immersed.
The license is free of charge for people under 18 years old, pensioners, and persons with disabilities.
Annual renewal of medical certificate is required.

Authority responsible
All natural persons.
It can be applied for at any time.
Documentation to attach to the application:
- Photocopy of ID card.
- An official medical certificate stating that the applicant meets the physical conditions necessary for the practise of underwater fishing.
- If the applicant is under the age of 18, the express authorisation of the legal guardian must be presented, along with of photocopy of this person’s ID card, and a photocopy of the family book (llibre de família) or the Civil Registry certificate.
- If the applicant has a recognized disability equal to or greater than 33%, a resolution or certificate issued by the Institute for the Elderly and Social Services (Imserso) or the competent body of the corresponding Autonomous Community must be presented
- If the applicant is a pensioner or has full permanent disability, a photocopy of the resolution or certificate from the National Institute of Social Security (INSS) or from the Catalan Institute for Assistance and Social Services (ICASS) must be rpesented.
- If the applicant is a pensioner or has permanent disability for service or uselessness recognized by resoluciton of the Ministry of Economy or the Ministry of Defense, it must be presented.
- If the applicant is under the age of 18, authorisation from the legal guardian is required.
- Applicants may not be prohibited from practising recreational fishing.
- Where applicable, all sanctions for infractions named in Law 2/2010, of February 18, and Law 3/2001 of March 26 must have been paid.
- You must have a medical certificate attesting to where the applicant meets the physical conditions necessary for the practice of underwater fishing.

The license is free of charge for people who can document any of the following situations:
- A disability of 33% or greater, recognized by resolution or certificate issued by the Institute for the Elderly and Social Services (Imserso) or the competent body of the corresponding autonomous community. In Catalonia, the competent body is the Secretariat for Social Inclusion and the Promotion of Personal Autonomy.
- Pensioner due to total, absolute or severe permanent disability recognized by resolution of the National Social Security Institute.
- People under 18 years of age.
- People over 65 years.
This license is valid for waters around the entire territory of Spain.
The license currently has a single duration of one year and therefore the official medical certificate must be renewed and provided every year.

You can download the requested license within a maximum of 10 business days via the link Consult, pay and reprint fishing and hunting licensesIf the documents provided are correct, the Administration will only validate the license, but the interested party will not be notified.
When is a response received from the Administration?
When the documentation is incomplete or incorrect, the interested party will be notified to correct any errors or omissions.Can an appeal be filed?
Yes. An appeal may be lodged with the Director-General for Fisheries and Maritime Affairs within one month of the day following the notification, in accordance with the provisions of Articles 121 and 122. of Law 39/2015, of 1 October, on the common administrative procedure of public administrations.
