What do you need to know?
The license is an authorisation to practise recreational—not professional—underwater fishing. Underwater, or sub-aquatic, fishing is considered to be that which is done without the use of independent or semi-independent underwater breathing apparatuses, nor any other type of equipment that permits breathing when fully immersed.

You can use the digital certificate from your country if it is integrated into the eIDAS system.
You can also obtain the idCAT Mobile using your passport. Please note that this procedure requires at least 48 hours in advance.

Applications to be processed in person in Barcelona city are handled at the Central Services of the Departament of Agriculture, Livestock, Fisheries and Food, Gran Via, 612-614.

Authority responsible
All natural persons.
The deadline for submitting documentation is 10 working days from the day after the date of application for the license.
The license can be requested through this link.
The correct submission of documentation does not presuppose that it has been sent in due time.
- ID card copy.
- Official medical certificate stating that the applicant meets the physical conditions necessary for the practice of spearfishing.
- People under 18 must present the authorization of the parent/legal guardian in order to obtain the license, together with a photocopy of the ID card or a photocopy of the family book or the certificate from the Civil Registry accrediting their legal representation.
- If the applicant has a recognized disability equal to or over 33%, he must present a resolution or certificate issued by the Institute for the Elderly and Social Services (Imserso) or the competent body of the corresponding Autonomous Community.
- If the applicant has the status of pensioner due to total, absolute or recognized permanent disability, he must submit a resolution from the National Social Security Institute.
- If the applicant is the beneficiary of a retirement or retirement pension due to permanent incapacity for service or uselessness, he must submit a resolution from the Ministry of Economy and Finance or the Ministry of Defense.
Applicants must submit the documentation using the documentation submission form, once they have applied for the license, or submit the requested documentation in person.
You must have an underwater recreational fishing license application file initiated.

If the provided documents are correct, the Administration will validates the license, but you will not be notified.
If documentation is incomplete or incorrect, you party will be notified to correct any errors or omissions.
Can an appeal be filed?
Yes. An appeal may be lodged with the Director-General for Fisheries and Maritime Affairs within one month from the day following the notification, according with the provisions of Articles 121 and 122. of Law 39/2015, of 1 October, on the common administrative procedure of public administrations.
