What do you need to know?

What is it?

Undertakings transporting dangerous goods by road or rail, or undertakings that are responsible for the loading or unloading associated with this form of transport, must have appointed, before January 2000, at least one safety adviser to prevent the risks to persons, property or the environment inherent in such activities. Specific tests must be passed in order to become a safety adviser. The tests take place once or twice per year.

This procedure can only be done online. Documentation provided via another channel will not be taken into account or considered for the purposes of the submission date.

  • From March the 2nd to 31th 2026: Call for applications opened to the 1st test.

Companies and professionals

People who wish to work as safety advisers for the transport of dangerous goods by road or rail, or who are responsible for the loading or unloading associated with this form of transport.

Deadlines


Provisional schedule of the tests for the year 2026. It is a provisional calendar until the final dates are published in the DOGC.

Documentation

Documents to be presented on the day of the test:

  1. ID card or official document proving your identity if you do not have Spanish nationality, passport or driving licence.
  2. The letter of payment of the exam fees proving that the fee has been paid.
Fees

EUR 36.20 for each option.

If you do not go to or do not pass the first exam session, you are entitled to apply for the second session in the same year, without having to register or pay again.

b) Types 3, 4.1, 4.2, 4.3, 5.1, 5.2, 6.1, 6.2, 8 and 9: solid and liquid substances contained in the enumeration of each of the classes of the European Agreement on the Transport of Dangerous Goods (ADR).
Date: November 22, 2025.

c) Class 1: explosives

Time: Candidates will be called at 9:00 a.m. The test will begin at 9:30 a.m.

d) Class 2: gas
Date: November 25, 2025.
Place: Department of Territory, Housing and Ecological Transition, Av. Josep Tarradellas, 2-6, Barcelona.
Time: Candidates are summoned at 11.30 am.  Test will start at 12.00 pm.

2.1. Obtaining the certificate

Time: candidates are called to be at the exam venue at 11.30 a.m. Test will be start at 12.00 p.m.

Information during the exam

In order to perform the test, all candidates must bring a valid identity document (IDN, passport or driving license passport) as well as exam fees receipt.

Tests for the certificate obtaining last for two hours. Tests for the certificate renewal last for one and a half hour.

During the test, candidates will not be allowed under any circumstances to use a mobile phone, not even calculator function or any other electronic devices. Only calculating machines are allowed during the test.

For the second exercise, consisting of a practical case regarding task and obligations which must be fulfilled by the Safety Consultant, candidates are only allowed to bring the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR)/ Rail (RID), replicated or edited, or other legal texts but without any additional notes. Anyway, Tribunal is authorised to deny the use of those text which are not considered acceptable.

The tests will refer to the ADR 2025.


List of subjects required to take the safety adviser tests.

People registered for the first session for any of the options, and who did not pass or did not take the test, may apply for the second session for the same year without needing to register again or to pay the fee again, provided that they are taking the same option. In the case of a renewal test, the certificate will be valid provided that the certificate has not expired.

    • If you wish to register in the ‘All classes’ test, you simply need to tick the ‘All classes’ box.
    • If you wish to register for the test in a particular speciality, you must tick the box for that speciality.

    Tests for renewing the professional competency of safety advisers:

    • It is not possible to renew a speciality for which you do not hold a certificate.
    • If you hold more than one qualification, these will expire depending on the expiry date of the first qualification obtained or renewed.

    Anyone who has obtained a safety adviser certificate in another Autonomous Community or wishes to renew a particular option and is unable to select it in the registration application must register by means of a general request without an electronic signature so that the competent unit can decide whether registration is appropriate. Go to the ‘By internet’ section to process the general request and find information on how to register for the tests if you have obtained a safety adviser certificate in another Autonomous Community.

    This procedure can only be done online. You do not need to have a idCAT Mobile or digital certificate.

    How to register for the tests if you have obtained a safety adviser certificate in another Autonomous Community or wish to renew a particular option and you cannot select it in the registration application.

    1. Go to general request without an electronic signature. You do not need to identify yourself using idCAT Mobile or a digital certificate.
      1. Fill in the general request with the relevant details. You must also provide the following details:
        1. In the ‘Subject’ section under ‘Reason for the request’, you must enter: Inscripció a les proves de consellers de seguretat per al transport de mercaderies perilloses de persones que han obtingut el certificat en una altra comunitat autònoma o volen renovar alguna modalitat i no poden seleccionar-la en l'aplicació d'inscripcions.
        2. Under ‘Where to send it’, give the following information:
          • Receiving department: Departament de Territori, Habitatge i Transició Ecològica
          • Topic: Mobilitat i transports
          • Subtopic: Transport terrestre. Transportistes
        3. In the Application’ section of the general request, you must indicate the options you wish to renew.
      2. You may attach any documentation you consider appropriate in the ‘Attach documentation’ section of the general request.
        You can attach up to two documents with a maximum size of 4 MB each. If you exceed this size, you can send the attached documentation in a zip file.
    2. Send your request. The sing-in acknowledgment receipt will then be generated with a registration number, which you can print or save on your computer.

    • If you have any processing problems, first check the recommendations in the Support section on processing on Tràmits gencat. If the problem persists once you have checked that you have the necessary software, and you have followed the instructions, you might check whether there have been any service outages or incidents in the service warnings and outages section of the e-Portal. There you will find details of the type of incident and where it has occurred: search for service incidents for the current year and sort them by ‘Start date and time’ in descending order.
      If an incident has actually occurred, and if possible, please wait a few hours before trying to resubmit the form.

    How should you pay for the tests if you have obtained a safety adviser certificate in another Autonomous Community?

    • Once the general request has been processed, the authorities will contact you using the telephone or email indicated in your request to let you know how to pay the fee. Until payment has been made, registration will not be deemed to have taken place.

    The validated payment letter provides proof of registration and must be submitted on the day of the test.

    If you make the payment online, you must show the online banking payment proof of payment generated after paying the fees.

      Applicants have 15 working days from 17 April to lodge appeals (if they are not admitted, if there are errors in their data or for any other reason they consider appropriate).
    • Second session:
      After 48 hours from the end of the payment deadline, applicants have 15 working days to lodge appeals (if they are not admitted, if there are errors in their data or for any other reason they consider appropriate).

    To lodge an appeal, you need to fill in the form you can find by clicking on the link ‘By internet’ > ‘General request with electronic signature’ and follow the instructions set out in that section.
