What do you need to know?
The Official Register of Pesticide Establishments and Services (ROESP) registers all establishments, natural persons and legal entities that manufacture, store, sell or use pesticides. Register entries shall remain valid for ten years from the time of inclusion or renewal. The head of the establishment or service may apply for registration renewal during the two months leading up to expiry of the related registration.
- Establishments based in Catalonia that manufacture, store or sell pesticides or that provide related treatment services in dedicated installations.
- Anyone providing pesticide application services who is headquartered in Catalonia.
- Natural persons and legal entities that manufacture, import or distribute pesticides that are headquartered, but have no establishments, in Catalonia.
Registrations can be made at any time.
Documentation to be attached to registration applications:
- Les edificacions en què s'emplacin cambres de fumigació o altres instal·lacions en què, pel seu sistema de funcionament, puguin generar-se vapors tòxics, hauran d'estar situades en àrees obertes.
- Els locals de treball del personal, així com aquells en què s'efectuï el moviment de productes objecte de fumigació o tractament, propers a les cambres, hauran d'estar ben ventilats i dotats de detectors de gasos, màscares respiratòries i extintors d'incendis adients. I caldrà tenir sempre cura que no superin les concentracions màximes admissibles per a cada plaguicida.
- Els tancs d'immersió, túnels de polvorització i autoclaus de les plantes de tractament, hauran d'estar dotats de sistemes de protecció per evitar esquitxos o vessaments del plaguicida utilitzat i disposaran d'un sistema estanc de conduccions i reciclatge.
- Les cambres de fumigació i la resta d'instal·lacions fixes en què poden generar-se vapors, gasos i aerosols tòxics, hauran de ser totalment hermètiques i dotades de detectors i elements d'alarma. Així mateix, disposaran d'un sistema d'introducció, recirculació i extracció dels gasos, connectant el d'extracció a una xemeneia d'expulsió dotada dels elements de filtració o degradació reglamentàries.
- La xemeneia d'expulsió estarà situada en una paret exterior de l'edificació on no existeixin finestres accessibles o altres obertures al seu interior. En cap cas estarà en un pati o galeria de serveis interior i tindrà la boca de sortida a una alçada mínima de dos metres per damunt del punt més alt de l'edificació.
- Els locals per al dipòsit de fumigants i la resta de plaguicides classificats dins la categoria de molt tòxics estaran aïllats o bé adossats a parets exteriors de l'edificació, evitant els raigs de sol, on no existeixin finestres practicables o altres obertures al seu interior, i obertes per ventilació en un terç de la superfície de les seves parets. Les portes hauran d'estar proveïdes de cartells indicadors i de pany i les que comuniquin amb els locals de treball tindran dispositius de tancament hermètic.

How and when will the Administration respond?
The Plant Health Service (SSV) of the Ministry of Agriculture, Food and Rural Action is responsible for making registration decisions. Decisions must be made within six months of submission of the related registration application.
If no response is received within this time, applications should be deemed to have been accepted.
Can the information be amended once an establishment has been entered in the ROESP?
The head of the establishment shall be responsible for ensuring the veracity of the information in the register and for keeping it up to date. If the data in the register needs to be changed for any reason, the head of the establishment must notify the relevant body of the changes within two months of the error being detected or the change being made, providing the appropriate supporting documentation.
