What do you need to know?
The establishments that market or store biocidal products for environmental use or for the food industry must be registered in the Official Register of Pesticide Establishments and Services (ROESP). If their trading are restricted exclusively to these products, the procedure is handled by the Public Health Agency of Catalonia. If they also market or store plant protection products, they should contact the Ministry of Agriculture, Livestock, Fisheries and Food.
This procedure can only be done online using the specific forms that are listed in the application step for each option. Any documentation you provide by other channels will not be considered and will not have any validity for the purpose of determining the date of submission. When you send the form, you have to identify yourself with a digital certificate or idCAT Mòbil, if you are the owner of the company, or with a digital certificate of representation if you are its representative.
Specific forms are provided for applications and/or notifications in this procedure which must be used. These forms can be downloaded from this same page. If the application and/or notification is submitted using other forms, they will be deemed not to have been submitted pursuant to Article 16.8 of the Law 39/2015 of 1 October on the common administrative procedure of public administrations, and consequently the date on which the application and/or notification is deemed to have been submitted is the date of entry of the specific form indicated.

Justificant pagament taxes (BCN ciutat)
Els titulars d'establiments ubicats a Barcelona ciutat hauran de presentar el justificant de l'ingrés de les taxes corresponents al compte corrent a nom de l'Agència de Salut Pública de Barcelona: ES11-2100-3000-17-2201727139 de "La Caixa". En el justificant hi ha de constar el nom del titular de l'establiment o servei i l'especificació del concepte pel qual es fa l'ingrés. L'import de les taxes el podeu consultar a la fitxa del tràmit mitjançant canal empresa. En el cas d'establiments de la resta del territori de Catalunya, serà l'OGE qui emetrà el document de pagament per a fer la liquidació de la taxa en el moment de presentar la sol·licitud.

- Accreditation of the training of the technical officers for the biocidal product application service.
The technical officer is in charge of assessing the situation, planning, applying and evaluating the treatments, supervising potential hazards and specifying the measures needed to protect staff and the environment. They are also responsible for setting the conditions under which the application is to be conducted and for signing the certificate for the service performed (Royal Decree 830/2010 of 25 June laying down the regulations governing the training required to perform treatments with biocidal products).
Biocidal product application service companies may have one or more technical officers who should hold one of the qualifications stipulated in Royal Decree 830/2010 in order to accredit their training.
Due to change in the classification of biocidal products which include the following hazards and categories:
- Acute toxicity (categories 1, 2 and 3).
- Specific target organ toxicity after repeated exposure (STOT-RE, category 1).
- Specific target organ toxicity after single exposure (STOT-SE, category 1).
- Carcinogenicity, mutagenicity and reproductive toxicity (categories 1A and 1B).
- Respiratory sensitisation (category 1).
- Page 1 of the Official Book of Movement of Biocidal Products.
Companies delivering biocidal product application services whose registered office is in the municipality of Barcelona and ask for a change for which there is a fee also have to attach:
- Proof of payment of the fee, if the required amendment implies a fee.

For change of ownership and/or change of the name of the organisation (trade name) and/or change of registered address and/or change in the description of the operations and/or change in the type of biocidal products and/or change in the classification of the biocidal products and/or change in the chief technical officer: €9.95.
Important: companies delivering biocidal product application services whose registered office is in the municipality of Barcelona have to pay the fee prior to making their application by bank transfer to the current account of the Barcelona Public Health Agency (ASPB): ES11-2100-3000-17-2201727139 and attach proof of payment to the form.
Any material inaccuracies, falsehoods or omissions in any details or information in the notification, including the payment of the fee, is a breach of the legally established requirements and means the government agency will begin inspection and control procedures under Title VII of the Law 26/2010 of 3 August on the Legal and Procedural System for Public Administrations in Catalonia.

- The owner of the service is responsible for the accuracy of the details in the Register and for keeping them up to date. They therefore have to report any of the following changes:
- Change of ownership (the new company has to ask for the change).
- Change of name of the entity (trade name).
- Change in registered address.
- Change of address of the warehouse or own marketing premises.
- Change in the warehouses contracted from a third company in the case of marketing biocides.
- Change in the description of the operations.
- Change in the type of biocidal products used.
- Change in the classification of the hazardousness of the biocidal products used according to CLP Regulation 1272/2008.
- Change of the technical officers trained for the performance of biocidal product application services.
- In case of being a supplier of technical active ingredients, in accordance with article 95 of Regulation (EU) no. 528/2012 of the European Parliament and of the Council, of May 22, 2012, regarding the marketing and use of biocides, must appear on the list published by the ECHA (European Chemical Agency).

Once the application has been submitted, you will receive a notification in the company’s Private Area (My Folder) showing the amount of the fee to be paid and the deadline for payment. If you have checked the option to receive notifications in your application, you will also get a notification by email. You can see the fee and pay it:
- If you have a digital identification mechanism (certificate, idCAT Mòbil or other), you can see the fee and pay it in your Private Area (My Folder) by selecting the procedure and following the instructions.
- If you don’t have a digital identification mechanism, you can go to Status of my procedures, enter the procedure code (ID) shown on the acknowledgement of receipt and the NIF/NIE of the applicant or representative shown on the application form.

Important: companies with a warehouse or sales premises in the municipality of Barcelona and marketers without premises with their registered office in the municipality of Barcelona have to pay the fee prior to making their application by bank transfer to the current account of the Barcelona Public Health Agency (ASPB) ES11-2100-3000-17-2201727139 and attach proof of payment to the form.
The timeframe to pay the fee is indicated on the Private Area and the payment receipt. The fee must be paid in order to continue the processing of the application. If you have not made the payment after this timeframe has elapsed, it is understood that the application will cease being processed and the procedure will be filed away.

You need to go to the details of the procedure and click Request for documentation; in this section you can see the documents pending submission and the ones that have been submitted.
An acknowledgement of receipt will be generated for each document you submit. If you have the acknowledgement of receipt, this means the document has been submitted correctly.

The document accrediting registration in the Official Register of Pesticide Establishments and Services (ROESP) is sent via the notification channel specified in the Law 39/2015, of 1 October, on the common administrative procedure of public administrations.
If registration has not been notified within three months from the date of entry of the application in the register of the authority processing it, it is deemed to be accepted and registration in the ROESP is made (Law 39/2015 of 1 October).
When processing the application, the health authority may ask for any additional documents it deems necessary to identify the operations performed by the company and to verify compliance with the general and specific requirements under the general and specific healthcare legislation applicable to these operations.

How do I get the reply?
You will receive the response via an electronic notification placed in the e-NOTUM notifications portal. You have 10 calendar days from the date the notification is placed to accept or reject it. If you have not checked the notification after this timeframe, it will be understood as rejected. From the time you access the content of the notification, it is considered effective.
You can check the electronic notifications from any of these channels:
- From the link in the notice that you receive at the email or mobile phone you listed on the application.
- From the Electronic notifications
- From the Private Area (My Folder) of Canal Empresa.
You an access it via digital certificate, idCAT Mòbil or a single-use code. If you do so via the Private Area (My Folder), you have to previously identify yourself with idCAT Mòbil or a digital certificate.
