What is it?

These are grants to contribute to the funding of investments or expenses aimed at digital modernisation and that promote environmental sustainability in performing arts (theatre, dance and circus) and musical infrastructures located in Catalonia.

Grants can be awarded to publicly or privately owned and managed facilities, with a stable, professional or non-professional programme, in the performing arts and music.

It includes creation and production centres and equipment that carry out all or most of their activity in the field of performing arts and music.

Rehearsal spaces, discotheques and dance halls, the equipment of entities that carry out all or most of their activity in the educational field, and equipment for mainly educational use are excluded.

Each applicant may submit only one application.


These grants are financed from the funds of the European Next recovery instrument
Generation EU, through the Recovery and Resilience Mechanism established by Regulation (EU) 2021/241 of the European Parliament and of the Council, of 12 February, within the framework of Component 24, Investment 2 and Project 5.1, relating to the "Modernisation and sustainable management of the performing and musical arts infrastructures" (C24.I2.Project 5.1), of the Recovery, Transformation and Resilience Plan, which does not involve any contribution to green or digital labellings.

These grants are subject to mandatory online processing and one must have a digital certificate to be able to sign the application. 

In the event of an unplanned interruption of the operation of Gencat Procedures, during the last day of the application period, you must immediately send a message reporting the error to the contact mailbox. You must attach the duly signed application form and a screenshot (Print Screen key) where you can see the error message returned by the system and the time when the incident occurred.

Deadlines

Application deadline: 20 September to 1 October 2024 at 14:00:00.

Documentation

Documentation to be submitted with the application:

  1. Activity or action project.
  2. Budget/settlement of the project.
  3. Action plan for the equipment or activity report for the season of the year the grant is awarded.
  4. Statement of compliance that includes the commitments relating to the following issues:
    • The execution of actions of the Recovery, Transformation and Resilience Plan, which includes the declaration that there are no conflicts of interest (DACI).
    • Compliance with the principle of not causing significant damage to the six environmental objectives (DNSH), in accordance with article 17 of Regulation (EU) 2020/852, whereby the beneficiary entities undertake not to carry out activities excluded according to the European Commission's technical guide (2021/C58/01).
    • The transfer and processing of data in relation to the execution of actions of the Recovery, Transformation and Resilience Plan.

Once the provisional proposal to award a grant is published, and if granted, you must submit the following documentation:

  • Acceptance/reformulation/withdrawal document.

You have 10 working days from the day after the publication of the provisional concession proposal to present this documentation through the Private area.

Requirements

In odrer to obtain the status of beneficiaries, the applicants must, in addition to the requirements and conditions established by general rule 4, meet the following requirements and conditions:

Requirements and conditions applicable to all applicant bodies and entities:

  • They must be owners, holders of other in rem rights, or possessors of the stage or musical equipment where the performances that are the subject of the request will take place.

If the applicant is not the owner, it must have the document that proves the authorisation of the ownership of the property to carry out actions involving works, if it is mandatory in accordance with the applicable regulations.

  • The applicant must guarantee that the movable property acquired as equipment with the grant funding will be used for the intended purpose for a minimum period of two years.
  • The applicant must guarantee that they will maintain the priority use of performing arts or music of the property, if renovation work on the property is grant funded, for a minimum period of five years. If it is a tenant with a contract valid for less than the stated term or similar cases, the owner of the property must guarantee the mentioned use for the rest of the period.

 

Specific requirement for public or private ownership or management equipment, with stable professional programming in performing and musical arts:

  • The applicant must prove that they have had a stable professional programme in the performing arts or music, with paid admission, in the two financial years immediately preceding the year in which the grant was awarded.
    • Shows staged by professionals for the school community or shows that do not involve a specific paid ticket and that are part of a catering service (bar or restaurant) are not considered included in the concept of stable professional programming payment.

 

Specific requirements for creation and production centres, and for equipment, owned or managed by individuals or bodies in the public or private sector, with a stable non-professional programming in the performing arts and music:

  • In the case of creation and production centres, the activity programmes they carry out must be related to the promotion of research and experimentation, training, creation, production, coaching, dissemination and exhibition.
  • In the case of facilities with non-professional programming, a minimum of 20 performances or concerts must be exhibited during the season of the year in which the grant is awarded (between 1 September of the year prior to the awarding of the grant and on 31 August of the year the grant is awarded).

 

These grants are compatible with:

  • other grants for the same purpose from the Cultural Initiative Support Office, the Catalan Institute of Cultural Enterprises and other entities attached to or linked to the Ministry of Culture, or in which this Ministry holds a stake.
  • other grants, aid, income and resources for the same purpose received from other ministries and departments of the Administration of the Government of Catalonia, entities linked to or partly owned by them, other administrations and public or private entities, notwithstanding the provisions of rule 5.7.

 

These grants are not compatible with:

  • the co-funding that can be obtained from other structural funds and other programmes of the European Union, as long as both funding are intended to cover the same costs, in accordance with the provisions of article 9 of Regulation (EU) 2021/241. 

 

The investments or expenses of the actions eligible for grants must be made between 1 January 2022 and 31 August 2025.

 

Each applicant can only submit one application for one scheme.

See point 4.5 of the specific rules for other requirements as well as the activities that are not eligible for funding.

Fees

There are no fees associated with this procedure.

Other information

Amount

The amount of the grants is, at most, 80% of the funded expenditure of the actions, with a maximum of 300,000 euros.

The minimum amount that can be requested is 40,000 euros. Funding requests of less than 4,000.00 euros or that contain a project budget of less than 50,000 euros must not be accepted. Furthermore, grant applications must be refused for projects that, once assessed, can only obtain a grant of less than 40,000 euros.

 

Eligible expenses

Eligible expenses are those related to any of the following areas:

  1. Modernisation of digital audio systems and network communications.
  2. Modernisation of digital lighting systems.
  3. Modernisation of digital video systems.
  4. Modernisation of the digital management systems of stage machinery.
  5. Modernisation of digital instruments and systems for artistic management and show production.
  6. Investments in equipment that promote environmental sustainability through efficiency, and energy and water savings in accordance with the provisions of rules 1.1.1 and 1.2.1 of the annex to Resolution TES/1407/ 2019, of 6 May (DOGC no. 7887, of 31/5/2019), which establishes the environmental criteria for awarding the environmental quality guarantee badge to stage and musical equipment, visual arts centres and spaces and cultural centres (https://portaldogc.gencat.cat/utilsEADOP/PDF/7887/1746439.pdf).

Also considered eligible expenses are the costs of the preliminary preparatory actions that are necessary to establish the provision of services, the supply of goods or the performance of the relevant activities, or the cost of external technical assistance when contracted directly, such as consultants, if they are directly related and are essential to carry out the specific grant funded actions, as long as they are duly supported with a rationale.

All grant funded expenses can be claimed insofar as they have not been funded by any other entity. The sum of this grant and of grants from other entities, other aid, income or resources cannot exceed the total cost of the action.

General or indirect expenses are not eligible, nor are the costs of the company or entity's staff.

See point 8 of the specific rules.

 

Valuation committee

The names of the people who sit on the evaluation committee are displayed in the Transparency Space of the Procedures website of the Catalan Ministry of Culture.

 

Other obligations

  • The performing arts or musical use of the property and the funded equipment must be maintained under the following conditions:
    • a) Use the equipment acquired by means of the funding for the intended purpose for a minimum period of two years.
    • b) Maintain the priority use of performing arts or music of the building, if it receives a grant for building renovation works, for a minimum period of five years. In addition, the beneficiary must request the registration of this circumstance in the Property Registry and must certify the registration within six months of the completion of the works.
  • If a related person or entity is hired to carry out a grant-funded activity, the applicant must present an authorisation request to the OSIC with express prior notice and must bear in mind that, when supporting the application, it cannot exceed the cost incurred by the application for this item. Furthermore, all applications must comply with point 6.6 of the general rules, which refers to outsourcing.

    Once the deadline for submission of applications has expired, the Cultural Initiative Support Office will publish the provisional proposal for awarded grants to the Noticeboard of the electronic office of the Government of Catalonia.

    Proposed applicants will have 10 working days, from the day after the publication of the provisional proposal, to present the following documentation:

    • Grant acceptance document.
    • One of the following documents, as appropriate:
      • Copy of the deed of ownership registered in the Property Registry if the applicant is the owner of the stage or musical equipment.
      • Copy of the lease and the owner's authorisation, if applicable, to carry out the planned action, in the event that the applicant is a tenant.
      • Copy of the legal title that proves and guarantees the use of the stage or musical equipment and, where applicable, of the owner's authorisation to carry out the works in the other cases (assignment or usufruct).

    A restatement of the project and budget may be submitted if the amount of the proposed grant is less than that requested (for more information on restatement, see general rule 12.4).

    The reformulation of the project cannot lead to the partial or phased completion of the intervention proposed in the application.
