Authority responsible
To the centers or entities of training of assistance dogs of Catalonia.
It can be requested at any time.
- Annex of specific data(can also be downloaded from the application form).
- NIF of the centre/entity. (1)
- Memory of the center/entity, according to the index of the minimum contents on page 3 of the form.
- Documents attesting to the link with the entity of the minimum staff established in article 20 of Law 19/2009.
- Documents attesting to the work experience and/or training of training professionals (in accordance with the second transitional provision of Law 19/2009).
- Document proving that the centre/entity is a full member or temporary member of a European or international association or federation of assistance dogs.
- In case of connection with an external zoological nucleus, agreement or collaboration contract between both entities.
- University veterinary degree (only if the entity does not have the authorization to the Department to consult the data, that is, before 1991 or less than 6 months has been obtained).
- University degree in psychology, if any, (only if the entity does not have the authorization to the Department to consult the data, that is, before 1999 or less than 6 months since it was obtained). (2)

(2) It must be presented in the event that the center / entity trains dogs for people with autism spectrum disorders. In centers that do not work this specialty is an optional document at first. The competent body may request after studying the content of the documentation.
Training centers, in order to obtain the authorization that accredits them as training centers for assistance dogs, must meet the following requirements:
- Have legal personality or be an establishment of an entity with legal personality.
- Have sufficient physical space for the exercise of the activity of training assistance dogs.
- Comply with current legislation on health and protection of animals and the environment, and have the required municipal licenses.
- Be linked to a zoological nucleus registered in the Register of zoological nuclei of the department responsible for animal protection.
- Have the minimum staff specified in the regulations, among which there must be at least one professional training assistance dogs.
- Belong, under full conditions, to any European or international association or federation of assistance dogs. In the event that the center cannot yet belong under full conditions, it has a period of five years from the day of the application as a center recognized by the Generalitat to be a member. In the meantime, you must belong to some European or international association or federation of assistance dogs as a temporary member or observer.
There are no fees associated with this procedure.
Without this authorization, a training center or entity for assistance dogs cannot exercise the right of access to the environment of the dogs they train under Law 19/2009, of November 26, on access to the environment for people accompanied by assistance dogs.
Infringements
Failure to comply with the provisions of the Law may result in penalties of between €300 and €9,000.
Procedure
The procedure for the authorisation of assistance dog training centres starts with the request for authorisation that the holder or the holder of the centre, or who has legal representation, must submit to the department responsible for social services. The above documentation must be attached to the application for authorisation.

The time limit for issuing and notifying the decision of the authorisation procedure of an assistance dog training centre is six months. If after this period the express decision has not been notified, it is understood that the application has been rejected due to administrative silence.
Can an appeal be filed?
The decision does not exhaust the administrative procedure. An appeal may be lodged within one month with the head of the Department of Social Rights.
