Official recognition of training centers for assistance dogs for people with disabilities and registration in the Official Register of authorized centers.
Authority responsible
To the centers or entities that train assistance dogs in Catalonia.
You can request it at any time.
- Descriptive report of the activity, including:
- Detailed description of the activity.
- Description of the physical space where the activity takes place.
- Composition of the professional team of the organization or center.
- Future projects, if applicable.
- Other matters that the organization or center deems necessary.
- Certificate of membership in a European or international assistance dog association or federation.
- Veterinarian's qualifications.(1)
- Psychologist's qualifications.(1) (2)
- Collaboration agreement between the center and the veterinarian..
- Collaboration agreement between the center and the psychologist.(2)
- Documentation accrediting the work experience or qualifications of the training staff.
- Collaboration agreement or contract with a zoological facility.(3)
- Document accrediting representation.(4)
(1) Only if you do not authorize the Department to consult the data.
(2) Only if the center or organization trains dogs for people with autism spectrum disorders. In all other cases, it is optional at the outset, but the competent authority may require it later after reviewing the documentation.
(3) Only if the connection is with an external zoological facility.
(4) Only if the representation has not been registered in the Electronic Register of Representatives and Powers of Attorney of Catalonia (Representa).
Requirements for Assistance Dog Training Centers
- Have their own legal personality or be an establishment of an entity that does.
- Have sufficient physical space to carry out the training activity.
- Comply with current legislation regarding health, animal protection, and the environment.
- Possess the required municipal licenses.
- Be affiliated with a zoological facility registered in the zoological facility registry of the competent department for animal protection.
- Have the minimum staff required by regulations, including at least one professional specializing in assistance dog training.
- Be a full member of a European or international assistance dog association or federation. Otherwise, the center has five years from its application for recognition by the Generalitat of Catalonia to become a member. In the meantime, it must be a temporary or observer member.
There are no fees associated with this procedure.
Without this authorization, assistance dog training centers or entities cannot exercise the right of access to the environment for the dogs they train, in accordance with Law 19/2009 of November 26, on access to the environment for people accompanied by assistance dogs.
Failure to comply with the provisions of Law 19/2009 of November 26 may result in fines ranging from €300 to €9,000.

The deadline for notifying you of the decision is six months. If you have not received any notification within this time, it is understood that your request has been rejected.
What if I disagree with the decision?
If you receive an unfavorable decision and disagree with it, you can file an appeal(1). You have one month to file it, starting the day after you receive this notification.
