Horizon Europe, the major European program dedicated to research and innovation

ACCIÓ and the Enterprise Europe Network will provide you with free and personalized advice to enable you to take part in the Horizon Europe program. With an expected 95,000-million-euro budget, it seeks to finance research and innovation initiatives and projects from the conceptual phase to the market launch, in order to fulfill the EU’s political priorities.

Exploitation of results

We support the entities participating in the Horizon Europe calls to enable them to subsequently exploit the results of their projects.

How does Horizon Europe work?

The framework program for research and innovation is open to any type of legal entity. To participate, the following must be taken into account:

Be a legal entity from the EU, associated countries, or third countries.
Project proposals are submitted as a consortium of at least three independent entities from three countries. Please contact us for other instruments, where a consortium is not required.
The activities must focus on R&D and actual innovation with respect to existing ones, providing added value at European level.
The total project budget exceeds €500,000 in most calls.
The project duration is estimated between one and five years, depending on the specific call.
The project focus must be in line with the proposed guidelines, as set out in the Work Programs, which are published every two years.
The grant is a 70% or 100% non-repayable grant, depending on the call.*

*There are instruments that offer a combination of funding and grant.

How is the program structured?

The Program structure consists of three main pillars:

Pillar 1: Excellent Science – Strengthening the EU's scientific leadership and developing high-quality knowledge and skills through the European Research Council, Marie Sklodowska-Curie or Research Infrastructures.
Pillar 2: Global challenges and European Industrial Competitiveness – Supporting research addressing societal challenges and industrial technologies in six different areas: health; culture, creativity, and inclusive society; civil security; digitization; climate and energy; food and natural resources.
Pillar 3: Innovative Europe – Promoting innovation by creating a European Innovation Council that provides a one-stop shop for innovators with great potential through the European Innovation Council, the European Innovation Ecosystems or the European Institute of Innovation and Technology.

Horizon Europe calls and challenges

Pillar 2 of the Horizon Europe program is made up of six clusters that represent the major global challenges of the coming years in social, industrial, and technological terms. You can check out the calls for proposals now!

In this area, you will find calls related to the major challenges of public health and people's well-being, the improvement of social systems, or health care.
Culture, Creativity, and Inclusive Society. Open in a new window.

This area aims to promote cultural heritage and mobilizes experts in social sciences and humanities to understand the transformations of society. Find out about its calls for proposals!
Civil Security for Society. Open in a new window.

Cluster 3 prioritizes the implementation of activities related to security, cybersecurity, disaster risk reduction and in improving prevention, mitigating the effects of crises.

The main aim of the industry cluster is the establishment of productive technologies and advanced materials to ensure Europe's leadership and autonomy in this sector and speed up the transition to circular and low-emission industries.

This cluster has calls aimed at speeding up green and digital transformation with the goal of achieving climate neutrality by 2050.
Food, Bioeconomy, Natural Resources, Agriculture, and the Environment. Open in a new window.

The food cluster aims to halt and reverse the decline in diversity and better manage natural resources in order to achieve EU climate targets and ensure food security.

The LIFE program is exclusively dedicated to the environment and climate action. It finances projects in areas such as nature, biodiversity, the circular economy and adaptation to climate change.

EU4Health funds R&D projects and international partnerships to enhance health systems, promote innovation and improve readiness for potential health crises.

The Digital Europe Program aims to bring digital technology to companies, citizens and the public administrations. It supports projects in key areas, including supercomputing, artificial intelligence and cybersecurity.

Eurostars is a program for innovative SMEs that undertake collaborative RDI projects and focus on the development of innovative technological products, processes and services.

Creative Europe supports the cultural and creative sectors. It promotes diversity, innovation and the international circulation of works and professionals through funding and cooperation networks.

The Erasmus+ Key Action 2 initiative, focused on educational and business innovation, funds cooperation projects that drive innovative methodologies, resources and practices between European institutions.

The Enterprise Europe Network connects your business to the world

In Catalonia, the Enterprise Europe Network (EEN) offers services related to the search for international partners, access to new innovation-related opportunities and support when entering new markets.

Among other benefits, the EEN provides international technological cooperation services and the chance to participate in European R&D projects and business missions and secure financing from European funds.
