What do you need to know?
These are grants to promote scientific research in the field of territorial distribution of power. The aim is to study how power is distributed and organized between the different levels of government (local, regional and state).
The grants that are announced in 2025 finance research projects from groups led by researchers from Catalan universities and research centres.
Application period: from 13 May to 12 June 2025.
Authority responsible
The public universities of the Catalan university system and public research centres in Catalonia may be beneficiaries of the grants of Mode 4 referred to in this Resolution.
Applications must be submitted between the 13th of May and the 12th of June 2024 (both included).

The project’s IP must hold a Ph.D and be statutorily or contractually associated full-time to the university or research centre requesting to be a beneficiary of the aid. The university or research centre must also fulfil the requirements stated in the section 2 of the annex 5 of the regulatory bases of the call.
Furthermore, the group members must fulfil the requirements established in the general basis 5.1 of annex 1 and the section 3 of annex 5 of the aforementioned regulatory basis.

The provisional motion for a resolution will be published in the Electronic Board of the Administration of the Generalitat de Catalunya. -

People provisionally proposed as beneficiaries must formalize the acceptance of the grant or the grant within a maximum period of 15 working days from the day after the publication of the provisional proposal for a concession resolution.
Acceptance will be made through the standardized model in which the beneficiaries must undertake to comply with the general conditions established by these regulatory bases, the regulatory legislation of public subsidies and the concession resolution.Can I submit allegations?
Within the same period, applicants may submit allegations, which will be taken into account when resolving.
Reformulation if the amount granted is less than the requested
Through the acceptance document, the people proposed as beneficiaries can also submit the reformulation of the project and / or the budget, to adapt them to the proposed subsidy, if the amount of this is lower than requested and always within this same period. The reformulation must respect the object, conditions and purpose of the grant, as well as the evaluation criteria established in relation to the project.
In the event of having submitted a reformulation of the project or/and of the budget, the granting of the subsidy entails the acceptance of the reformulation. the case of modality 4, of the budget, the granting of the subsidy implies the acceptance of the reformulation.Documents must be sent electronically through the "Contribution Form" available in step 2

The decision and notification of the scholarships will be made within a maximum period of six months from the day after the date of publication of the call. If this period has elapsed, no express resolution has been issued and notified, the applications must be considered rejected, in accordance with the provisions of article 54.2.e) of Law 26/2010, of 3 August, on the legal and procedural regime of the public administrations of Catalonia.
How will I receive the answer?The resolution will be published in the Electronic Board of the Administration of the Generalitat de Catalunya. This post replaces the individual notification and has the same effects.
Can I file an appeal?- You can file an appeal for replacement within one month from the day after the date of its publication on the electronic board of the Generalitat de Catalunya.

The beneficiary entities of the grants must justify the effective execution of the project during the month following the end of the period established (specific bases 10 and 11, of Annex 5).
The supporting documentation must be submitted electronically to the IEA through EACAT.
The beneficiaries must submit the following documentation:a) Resulting research work digitally signed by the person responsible in electronic support.
The research work must be an academic work in article format (between 9,000 and 18,000 words) derived directly from the subsidized project. Unpublished works (and pending publication) and also articles and/or published chapters can be submitted. In the latter case, only those publications that specify explicitly and explicitly and in a prominent location that the publication is the result of the research funded by the IEA (presidencia.gencat.cat/iea) for the corresponding amount and call will be accepted.
b) A report referring to the activities carried out during the execution time of the research project and to the fulfillment of the object of the grant with indication of the activities carried out and the results obtained.
c) A classified list of the expenses of the activities with indication of the creditor, the number of the invoice or document of equivalent probatory value commercial traffic, the amount, the date of issue and the date of payment.
The expenses presented must be directly related to the activities described in the report.
d) Digitalized copies of invoices or documents of equivalent probatory value in commercial legal traffic or with administrative efficiency and, where appropriate, of the documentation accrediting the payment consisting of bank statement or, in the case of cash payment, documentation accrediting the receipt of the amount by the creditor or creditor.
Expenditure is considered effectively paid for the purposes of its consideration as subsidisable, with the transfer of the right to collect the subsidy in favour of the creditors due to the expenditure made or with the delivery to them of a commercial effect, guaranteed by a financial entity or insurance company.
e) A responsible declaration of the beneficiary with the following minimum content:
- That the digitized copies of the receipts of the expenses presented reproduce exactly the original documents held by the beneficiary.
- That the receipts of expenditure have been charged to the different sources of financing so that the unit amount of each receipt is not exceeded.
- That the total of the sources of financing does not exceed the cost of the subsidised action.
- That a separate accounting system is available or that the receipts of expenditure are assigned a common accounting code to transactions related to subsidised action.
f) Since the subsidy will have been awarded according to a budget, a settlement must be presented where indicated and, where appropriate, the deviations from the initial budget are motivated.
g) A detailed list of the other incomes or subsidies that have financed the subsidised activity with an indication of the amount and origin. When the receipts of the expenses are partially charged to other subsidies, the exact amount or percentage charged to each must be indicated, with the identification of the conceiving bodies.
h) The budgets that, in application of Article 31.3 of Law 38/2003, of 17 November, on subsidies, must have been requested by the beneficiary.
i) If applicable, a letter of payment of refund in the event of non-applied remnants, as well as the interest derived from them.
j) Certificate from the manager or the person responsible for the economic management of the institution in which it is indicated that the amount awarded has been recorded in the accounting of the beneficiary entity and that the grant has been intended for the purpose for which it has been granted.
