What do you need to know?
Decree 27/1999 of 9 February on medical waste management regulates and controls the management of healthcare waste in Catalonia.
Waste management includes sorting, collection, storage, transport, treatment and disposal of waste in order to safeguard public health, the environment and the preservation of natural resources.
Healthcare waste is the substances and objects generated in healthcare centres, services and establishments which the owners or producers dispose of or are required to dispose of. Healthcare waste is classified into two groups: non-hazardous or non-specific waste and hazardous or specific waste.
Healthcare centres, services and establishments generating hazardous or specific healthcare waste are required to make an annual statement of their total production of this type of waste. For the purposes of the aforementioned Decree 27/1999 of 9 February, Group III and Group IV cytotoxic waste is considered to be hazardous or specific healthcare waste in accordance with the following specifications:
Group III, medical waste: this is waste for which preventive measures are to be taken in handling, collection, storage, transport, treatment and disposal both inside and outside the generating facility.
Group IV, waste classified in special regulations and cytotoxic waste: managing this waste is subject to special hygienic and environmental requirements both inside and outside the generating facility.
Cytotoxic waste consists of the remains of cytotoxic medicinal products and all materials in contact with them which have carcinogenic, mutagenic and teratogenic properties.

Individuals and legal entities operating healthcare centres, services and establishments which generate specific or hazardous healthcare waste (Group III and Group IV cytotoxic waste).
These organisations are required to use electronic means of communication with government agencies to carry out any administrative procedure under section 14(2) of Act 39/2015 of 1 October (BOE no. 236 of 2 October 2015) and Order PDA/20/2019 of 14 February (DOGC no. 7814, of 20 February).
Waste volumes generated must be reported during the first quarter of the year following the year in which the stated waste volume was produced.
No documents need to be attached to the statement form.
The health authority may ask for any additional documents it deems necessary to check that the general and specific requirements of the legislation applicable to this activity are met.
Any centre, service or establishment that generates healthcare waste must be registered as a producer of healthcare waste with the Catalan Waste Agency.
