What do you need to know?
Decree 27/1999 of 9 February on medical waste management regulates and controls the management of healthcare waste in Catalonia.
Waste management includes sorting, collection, storage, transport, treatment and disposal of waste in order to safeguard public health, the environment and the preservation of natural resources.
Healthcare waste is the substances and objects generated in healthcare centres, services and establishments which the owners or producers dispose of or are required to dispose of. Healthcare waste is classified into two groups: non-hazardous or non-specific waste and hazardous or specific waste.
Healthcare centres, services and establishments generating hazardous or specific healthcare waste are required to make an annual statement of their total production of this type of waste. For the purposes of the aforementioned Decree 27/1999 of 9 February, Group III and Group IV cytotoxic waste is considered to be hazardous or specific healthcare waste in accordance with the following specifications:
Group III, medical waste: this is waste for which preventive measures are to be taken in handling, collection, storage, transport, treatment and disposal both inside and outside the generating facility.
Group IV, waste classified in special regulations and cytotoxic waste: managing this waste is subject to special hygienic and environmental requirements both inside and outside the generating facility.
Cytotoxic waste consists of the remains of cytotoxic medicinal products and all materials in contact with them which have carcinogenic, mutagenic and teratogenic properties.

Individuals and legal entities operating healthcare centres, services and establishments which generate specific or hazardous healthcare waste (Group III and Group IV cytotoxic waste).
These organisations are required to use electronic means of communication with government agencies to carry out any administrative procedure under section 14(2) of Act 39/2015 of 1 October (BOE no. 236 of 2 October 2015) and Order PDA/20/2019 of 14 February (DOGC no. 7814, of 20 February).
Waste volumes generated must be reported during the first quarter of the year following the year in which the stated waste volume was produced.
No documents need to be attached to the statement form.
The health authority may ask for any additional documents it deems necessary to check that the general and specific requirements of the legislation applicable to this activity are met.
Any centre, service or establishment that generates healthcare waste must be registered as a producer of healthcare waste with the Catalan Waste Agency.

Submit the statement
This procedure can only be done online. Any documents you submit through another channel will not be processed and will not be considered for the purposes of the date of submission.
When submitting the form, you have to sign in with a digital certificate or idCAT Mòbil if you are the owner of the company or with a digital certificate of representation if you are its legal representative.

Download, fill in and validate the form
- Download the Medical and cytotoxic waste production statement form (if you have problems downloading it, see how to download PDF forms)
- Fill it in.
- Validate it; the form will only be validated if you have filled in all the required information.
- Save it to your computer.
Submit for processing
- Go back to the online procedure.
- Select the file containing the completed, validated form and press the Submit button. If you have not previously signed in, you need to do so with a digital certificate or by using idCat mobile. Re-select the file and resend it.
Confirmation of the processing carried out
- If the application has been successfully submitted, the acknowledgement of receipt will appear on the screen. It is important that you save or print it as this document contains the entry record, which is the date on which this procedure was begun and may be significant in certain calculations and deadlines, and the procedure identifier, which you can use to find out its status in Private Areaon this website.
- If the application contains an error, it will not be sent and a message will come up stating what the error is.

Please note that a valid digital certificate is required to carry out online procedures. We recommend you check the various certificates accepted and the other conditions for online procedures.
Secondly, once you have checked that you have all the resources required and that you have completed the process as instructed, you can check whether there has been a service outage or incident in the Service Notifications and Outages section of the Electronic Office where you will find all the information on types of incidents and where they have occurred; search for the service incidents for the year in question and sort them by the Start date and time field in descending order. If you are unable to complete the procedure because there is an incident in the system, please try again later.
