Owners of vacant housing can rent it out through the mediation of social rental exchanges, bodies dependent on local administrations and which are part of the Mediation Network.
The exchanges act as mediators between homeowners and tenants and are responsible for the formalization and monitoring of contracts. For owners, they ensure the proper use of the homes, provide multi-risk insurance and offer advice. For housing seekers, they search for the most suitable housing and negotiate rental incomes below market rates.

The documentation that must be attached to the application is that set by the entity acting as mediator.
The homes that are put up for rent must have the following requirements:
- Be located in Catalonia, in an area where there is a need for rental housing.
- Have a certificate of habitability or be able to obtain one.
- In the case of subsidized housing, they must have the mandatory rental authorization from the Housing Agency of Catalonia.
- The individuals established by the mediating entity.
No fees must be paid for this procedure.
Housing allocation criteria
The housing exchange assigns the housing to the applicant who best suits it, taking into account the relationship between:
- The rental price agreed with the owner and the income of the living unit.
- The relationship between the surface area of the housing or the number of rooms and its family composition.
In the event of a match between several applicants, the housing exchange assigns the housing in strict order of seniority of the applications it has had.
Applicants who reject a housing without justification may be excluded from the housing exchange for a period of one year. For these purposes, giving up a housing is considered justified when the rent represents more than 30% of the income of the living unit.

Owners who sign a rental contract through the exchanges receive the following benefits:
- Free management:
- Contract procedures.
- Monitoring of the contractual relationship.
- Control of the proper use of the home.
- Advice and support.
- Insurance:
- Insurance for the collection of rents, through the Avalloguer system regulated by Decree 54/2008, of March 11, which establishes a system of coverage for the collection of rental income from housing rental contracts.
- Multi-risk insurance, which includes damages, throughout the duration of the rental contract.
- Insurance to guarantee legal defense in the event of non-payment.
Maximum annual income
The initial maximum annual income to be received will be:
- Sheltered housing:
- If the person who owns the home is not the developer: the one that corresponds to their official protection regime on the date of the contract and in the geographical area where the home is located and always below the market standard.
- If the person who owns the home is the developer: the one that corresponds at that time to the homes in the area where they are located, reduced by 20%.
- Free homes: an income below a minimum of 20% of the market price.
