What do you need to know?
Authorisation is the administrative action whereby the Administration verifies that the deed of sale or rental contract for a home currently classified as subsidised housing is in accordance with the law.
Self-employed persons, professionals, companies, organisations and other groups must perform the procedure online. Documentation that you provide through another channel will not be taken into account or counted for the purposes of the submission date.

You can only perform this procedure in person if you are an individual.
This procedure can be requested at any time, but must always be performed before executing the public deed in the case of sale.
Transfers of homes classified under Decree 2114/1968 of 24 July, in which the deed of sale can be provided, are excepted.
Transfers performed before the contract is authorised are null and void.
The documentation that must be provided together with the application depends on whether it is a contract of sale, rental or assignment of use:
- Private sale contract or
- Rental or assignment of use contract or
- Non-certified copy of the deed of sale
Any person who acquires, rents or assigns a subsidised home must designate the dwelling as their habitual and permanent residence and comply with the other requirements stipulated by the regulations concerning the classification of the home.

The Catalan Housing Agency checks that the legal conditions stipulated for the sale, rental or assignment of the home are met. Once these checks have been carried out, the authorisation decision will be notified to the person designated for notification purposes within the following time limits:
- Homes classified under regulations prior to 2005: 3 months
- Homes classified under regulations from 2005 or later: 1 month
What kind of reply will I receive and how?
A decision is received electronically in the case of legal persons and by the chosen means in the case of natural persons.
The decision may be to grant or deny the authorisation.
If there is documentation missing, the applicant will receive the corresponding request prior to the final decision.
Can I file an appeal?
An appeal may be filed against this decision before the Director of Housing Promotion at the Catalan Housing Agency within one month from notification.
