What do you need to know?
Healthcare waste is the substances and objects generated in healthcare centres, services and establishments which the owners or producers dispose of or are required to dispose of. Healthcare waste means waste included in Group II, Group III and Group IV cytotoxic waste (classification of healthcare waste).
Decree 27/1999 of 9 February on healthcare waste management regulates and controls the management of healthcare waste in Catalonia. Waste management includes sorting, collection, storage, transport, treatment and disposal of waste in order to safeguard public health, the environment and the preservation of natural resources.
Healthcare waste management covers two separate areas:
On-site management: it includes sorting, collection, storage and transport inside the centre that generates the healthcare waste. The On-site Healthcare Waste Management Programme (hereinafter PGIRS) coming under the Public Health Agency of Catalonia is the instrument for performing the Ministry of Health’s role in supervising handling, sorting, collection, transport and storage of healthcare waste within the centres, services and/or establishments that generate it. The PGIRS is responsible for authorising approval of the technical specifications of the bags and containers used to collect healthcare waste and for checking their use by the healthcare centres, services and establishments that produce healthcare waste.
Off-site management: this covers the transport and treatment of healthcare waste outside the centre generating it. The Catalan Waste Agency under the Ministry of Territory and Sustainability is responsible for overseeing and supervising the off-site management of healthcare waste.
Individuals or legal entities owning facilities that distribute, produce and/or import bags and containers for the collection of healthcare waste and operating in Catalonia have to apply to the Ministry of Health for approval of the technical specifications of their bags and containers.
This procedure can only be performed online. Any documentation you provide by other channels will not be considered and will not have any validity for the purpose of determining the date of submission.
Individuals or legal entities owning facilities that distribute, produce and/or import bags and containers for the collection of healthcare waste
These organisations are required to use electronic means of communication with government agencies to carry out any administrative procedure under section 14(2) of Act 39/2015 of 1 October (BOE no. 236 of 2 October 2015) and Order PDA/20/2019 of 14 February (DOGC no. 7814 of 20 February).
You can apply for authorisation at any time.
Documents to be attached to the application: (to be provided for each bag and/or container for which authorisation is applied for)
- Technical report issued by an accredited testing laboratory.
- Computer file with a colour image of the bag and/or container. JPG, GIF and PNG formats are valid.
Any manufacturer, distributor and/or importer of healthcare waste collection bags and containers can apply for this approval of technical specifications.
There are no fees for this procedure.

This procedure can only be performed online. When submitting the form, you have to sign in with idCAT Mòbil or a digital certificate. If you are a legal entity, you have to identify yourself with a certificate of representation. If you are not a legal entity, you can use an individual or related person certificate.

Download, fill in and validate the form

- Fill it in.
- Validate it. (The form is only validated if all the obligatory information has been filled out).
- Save it to your computer.
Submit for processing
- Go back to the online procedure.
- Select the file containing the completed, validated and signed form and press the Submit button. If you have not previously signed in, you need to do so with a digital certificate or by using idCat Mòbil. Re-select the file and resend it.
Confirmation of the processing carried out
- If the application has been successfully submitted, the acknowledgement of receipt will appear on the screen. It is important that you save or print it as this document contains the entry record, which is the date on which this procedure was begun and may be significant in certain calculations and deadlines, and the procedure identifier, which can be used to find out its status in My Folder on this website.
- If the application contains an error, it will not be sent and a message will come up stating what the error is.
If you have any processing problems:
First see the recommendations in the Support to processing section on Tràmits Gencat or in the eProcedures Information section on the Ministry of Health’s website.
Secondly, once you have checked that you have all the means needed and have completed the process as instructed, you can check whether there has been a service outage or incident in the Service Notifications and Outages section of Seu Electrònica, which contains complete information on types of incidents and where they have occurred. Search for the service incidents for the year in question (Incidents during the year) and sort them by the “Start date and time” field in descending order.

- Accedeix a l’Estat de les meves gestions.
- Introdueix el codi identificador de la gestió (ID), que és un codi alfanumèric que s’obté amb l’acusament de rebuda de la gestió, i el número d’identificació (DNI, NIE, passaport, NIF d’empresa o document d’empresa estrangera) que es va posar al formulari de la sol·licitud. Amb aquest codi identificador podràs consultar l’estat de les teves gestions sense certificat digital.
Des del detall del tràmit o gestió obtindràs informació de l’estat en què es troben.

Pots fer el seguiment de tots els teus tràmits i gestions i actualitzar les teves dades personals.
Per accedir a l’Àrea privada, t’has d’identificar mitjançant certificat digital o contrasenya d’un sol ús.

Decisions about applications for approval of the technical specifications of bags and/or containers for the collection of healthcare waste have to be made within three months from the submission of the application. If you have not been notified of the decision within three months from the date of entry of the application in the register of the authority processing it, you can assume that your application has been accepted.
If the procedure is successfully completed, the applicant company receives a decision approving the technical specifications of the bags and/or containers for the collection of healthcare waste in which the number of the authorisation awarded is stated.
The competent health authority may require any additional documentation it deems necessary to verify that the product complies with the applicable general and specific regulations.
