What do you need to know?
The creation of a private university must be approved by an Act of the Parliament of Catalonia, which recognises the university as part of the University System and allows it to provide the public education service and develop its research, teaching and study activities within the territorial scope of Catalonia.
This procedure can only be done electronically, and documentation submitted by any other channel will not be considered or counted for the purposes of the presentation date.
The university's operations will be permanently subject to compliance with the recognition requirements and current regulations in the field of universities.
To natural and legal persons who wish to create a private university and impart university studies leading to the obtaining of official degrees that are valid throughout the territory of the Spanish State.
Recognition can be requested at any time.
- Description of the academic objectives and the programming of the teaching and research activity of the center for the fulfillment of its functions.
- Degree development plan by branch of knowledge that will have to include, at least, the list of degrees, the forecast of the total number of places course by course, the academic year in which the activity will begin and the calendar of full implementation and the start-up of the centers, as well as the specific means for their development.
- Multiannual programming of the research activity of the scientific areas related to the degrees that are expected to be offered, which will include strategies for incorporating scientific talent, having scientific-technical infrastructures to participate in competitive research projects and collaboration with the productive sector in R&D&I. These strategies will be accompanied by indicators to evaluate them.
- Total number of teaching and research staff required at the beginning of the activity, and the forecast of the annual increase until the complete implementation of the degrees, with the indication of the dedication regime, and the number of doctoral staff calculated on the full-time equivalent.
- Guarantees that ensure the financial financing of the project, which will be proportional to the number of degrees offered and the students enrolled, as well as a viability plan in case of cessation of activities.
- Rules of organization and operation of the university.
- Justification of the establishment plan of administration and services staff at the beginning of the activities, as well as the forecast of their annual increase, until the full implementation of the studies.
- In the case of non-face-to-face centers, it will be necessary to provide the specific characteristics applicable to each degree and to the whole of the offer in non-face-to-face modality.
- Supporting documentation of personal means and special materials, in the event that they intend to offer studies in the field of health sciences.
- In relation to infrastructure, it is necessary to:
- Indicate the location of the center and justify its location within the territorial scope of Catalonia.

Justifying report according to the center will have the material means, infrastructures, spaces and adequate services for the fulfillment of its functions.Specify and describe the existing and planned building(s) and facilities for the start of the activities and until the full implementation of the teachings.
- The legal title available for the use of the immovable property must be reported. In the event that the property is not owned, the supporting documentation must be provided.
- Explanatory report of the teachings to be taught, with a list of the spaces that the center consists of in justification of compliance with current regulations, indicating the number of students enrolled expected.
- Situation and location plans. Plans of distribution and furniture, indicating the useful surface and the use to which each of the spaces will be destined; lifted; sections, and drawings indicating emergency routes; on a scale of 1/100-1/200 and signed by the competent technician. (authenticated copy or with a recognized electronic signature. Also, if possible, in .dwg format).
- Responsible declaration regarding the disposition of the activity license (and / or environmental license), with certificate of favorable act of verification, if applicable. Otherwise, a certificate issued by a competent technician accrediting compliance with current building regulations, especially with regard to structural safety, safety in case of fire, safety of use and accessibility, health, protection against noise and energy saving of buildings and facilities.
- In the case that works have been carried out:
- responsible declaration relating to the works licence.
- final certificate of work.
- To have a minimum academic offer (10 bachelor’s degrees, 6 university master's degrees and 2 doctoral programs). This offer requires that at least three of the five main branches of knowledge be represented (Arts and Humanities, Sciences, Health Sciences, Social and Legal Sciences and Engineering and Architecture), corresponding to the fields of knowledge.
- To establish a suitable programme for the conduct of its research activities.

To have sufficient teaching and research staff with the appropriate qualifications.
- To ensure the provision of adequate facilities, equipment and resources to enable the fulfilment of its functions.
- To have an adequate organization and structure.
- To ensure the provision of the service, as well as the maintenance of its activities for the time necessary to achieve the programmed academic and research objectives through:
- A guarantee of funding must be provided in accordance with the ratio of degrees offered and enrolled students.
- Commitment to maintain the university and its centers in operation for the minimum period that allows enrolled students to complete their studies with academic performance.
- Establish organizational and operational rules governing the activity and autonomy of the university, which must be appropriate to constitutional principles and respect and guarantee the principle of academic freedom.
- Have a sufficient number of administrative and service staff to carry out their its functions.
- In the case of distance universities, a guarantee applicable to each degree programme and its entire non-face-to-face educational offer will be required.
- Should the institution wish to offer studies in the field of health sciences, it will be necessary to meet specific requirements in terms of personal and material resources.
- The approval of the Act of Parliament is required in order to provide sufficient assurance of academic quality and economic viability. Furthermore, the Government may establish the relevant requirements and guarantees of sufficiency.
- Once the university has been legally established, and in any case prior to the commencement of operations, it will be necessary to initiate a procedure for authorising the initiation of activities. This process is designed to ensure that the university is in compliance with the current regulations.
This procedure is not subject to fees.
