What do you need to know?
The Laya Awards acknowledge the special impact of cinematographic and audiovisual projects on the fostering, awareness of, and reflection on human rights, by means of their selection, exhibition and broadcasting.
Deadline for submitting applications: from 17 August until 20 September 2024, both dates inclusive.
This procedure can only be done online. You must identify yourself when you send the form with the idCAT Mòbil or a digital certificate of a natural person, a representative, or a related person.
Application forms must be duly completed within the deadline and in accordance with the terms established in the call resolution and must be submitted electronically, using the application form available in this space of the Tràmits gencat website (https://web.gencat.cat/ca/tramits).
- a) Independent audiovisual production companies, including Economic Interest Groupings (EIGs), that are registered in the Register of Audiovisual Companies of Catalonia or in the Administrative Register of Film and Audiovisual Companies managed by the Institute of Cinematography and Audiovisual Arts (ICAA) or those of a member state of the European Union or associated with the European Economic Area, and with an operational establishment in Spain.
- b) State-funded universities.
- c) Audiovisual production establishments.
- d) Non-profit organisations.
The beneficiaries indicated under b), c) and d), must be domiciled in Catalonia.
Only entries of projects that are consistent with the nature of the awards for the dissemination, knowledge and reflection on human rights, in accordance with the Universal Declaration of Human Rights of the United Nations and its implementing regulations, will be considered.
Only projects that on 1 September 2024 are in the phase prior to post-production or rough cut, that is, in the first version after preliminary editing, can participate in the Laya Awards.
Projects that have already been awarded in previous editions are excluded from entry for the Laya Awards.

Due to an unplanned interruption, the deadline is open from 2/10/2024 at 0:00 a.m. to 4/10/2024 at 11:59 p.m.
Documentation that must be submitted with the application
The following documentation must be submitted with the application form:
- Project form(standard form). Description of the project in accordance with the standard form indicated in the call.
- SEPA payment document if it is more than five years since it was last provided.
There is no fee for this procedure.
Prizes and financial endowment of each category
A prize is awarded for each category:
- Category a) Award for feature films: €50,000
For the purposes of this award, feature films are understood to be productions with a duration equal to or greater than 60 minutes.
- Category b) Award for medium-length or short films: €25,000
Projects with a duration of less than 60 minutes will be included in the category of medium-length or short films.
- Category c) Awards for series and miniseries: €50,000
The awards may be declared void if the entries evaluated are not consistent with the nature of the awards on the dissemination, knowledge and reflection of human rights or do not achieve a sufficient level of quality.
All awarded works receive a certificate accrediting the award they have obtained, issued by the Directorate General for the Promotion and Defence of Human Rights.

To submit the application electronically, advanced electronic signature systems and advanced electronic seals that are based on a reliable record of the identity of users or are based on recognised or qualified electronic signature certificates are accepted. Those specified in section 3.2 of Order VPD/93/2022, of 28 April, approving the Catalogue of identification and electronic signature systems, are accepted.
The main form must be signed with a digital certificate of a natural person, a representative, or a related person.

- Submission of required documentation: if the application does not meet the established requirements or the aforementioned documents are not attached, the administration body must require the interested party to correct the defects or attach the relevant documents within ten working days, informing them that, if they do not do so, they will be considered to have withdrawn their application.

Receive the response from the Administration

Before awarding the prizes, the head of the Directorate General for the Promotion and Defence of Human Rights must notify the interested parties of any decision of ineligibility or withdrawal by publishing it on the electronic bulletin board of the Administration of the Government of Catalonia (tauler.gencat.cat), without prejudice to the fact that other electronic means may be used for this purpose.
The maximum period for reaching a final decision and notifying the awarding of the prizes is six months from the day following the end of the period for submitting applications.
After this period has elapsed, if the express resolution has not been issued and notice sent, the application shall be deemed to have been rejected due to administrative silence, in accordance with the provisions of Article 54.2.e) of Law 26/2010, of 3 August, on the Legal Regime and Procedure of the Public Administrations of Catalonia.
How will a reply be received?
The resolution awarding the prizes is published on the electronic board of the Administration of the Government of Catalonia (tauler.gencat.cat) prior to the award ceremony, without prejudice to the fact that other electronic means may also be used.
Can an appeal be filed?
The decision to award the award does not exhaust the administrative channels. Interested parties may lodge an appeal against the award resolution issued by the secretariat to which the Directorate-General for the Promotion and Defence of Human Rights is attached. Such an appeal may be filed with the person in charge of the department to which the said Directorate-General is attached within one month of the day following the publication of the resolution on the electronic bulletin board. in accordance with the provisions of Articles 121 and 122 of Law 39/2015, of 1 October, on the Common Administrative Procedure of Public Administrations.
