The main objective of policies to support industry and business is to facilitate a competitive environment that drives the growth of business activity, promotes social cohesion and consolidates the welfare state. In this regard, the Government, together with other economic and social agents, has promoted the National Pact for Industry to plan the long-term industrial development of Catalonia, to strengthen the role of Catalan industry and prepare it to face the great economic, technological and environmental challenges of the coming years. ACCIÓ is one of the main organisations responsible for the execution of this strategy.
2026-2030 National Pact for Industry
The Pact is structured around three strategic axes, aligned with European recommendations: productivity; decarbonisation and sustainability; and resilience. The Pact combines cross-cutting actions for the entire industrial fabric with specific measures for sectors and technologies of high strategic value.
The horizontal approach is structured into 11 pillars grouped into five areas:
- Sustainability and energy (energy and decarbonisation; circularity).
- Quality employment (training and accreditation; professional guidance; working conditions).
- Innovation and competitiveness (innovation; business dimension and financing; productive autonomy and internationalisation).
- Infrastructure and industrial land (industrial land; infrastructure).
- Institutional and social framework.
The 2026-2030 National Pact for Industry includes 190 measures, of which 155 are horizontal and 35 are sectoral. The initial planned budget is €4.463 billion for the period 2026-2030. The signatory agents and the Catalan Government express their commitment to work together so that the overall budget of the Pact reaches at least €5 billion, depending on the budgetary evolution of the coming years.
The 2026-2030 National Pact for Industry reaffirms the Catalan tradition of consultation between administration, social and business agents, and consolidates a country strategy aimed at strengthening competitiveness, sustainability and social cohesion.
With this agreement, Catalonia takes a step forward to guarantee a stronger, innovative and resilient industry, capable of generating shared prosperity and confidently facing the global challenges of the coming decades.
This action provides continuity to the Pacts of 2017 and 2022 and reaffirms the commitment of the Generalitat de Catalunya to an industrial policy based on consultation.
